نگاهی به ساختار و راهبردهای رسانه‌های برون‌مرزی ژاپن

مقاله حاضر با نگاهی به مفهوم قدرت نرم و دیپلماسی عمومی و فرهنگی، مهمترین رسانه‌های برون‌مرزی ژاپن را از نظر ساختار و راهبردها مورد بررسی قرار داده است. دولت ژاپن ضمن تلاش برای حفظ جایگاه این کشور به‌عنوان سومین اقتصاد بزرگ دنیا، با تدوین راهبردهای بلندمدت، برای افزایش قدرت نرم و تاثیرگذاری بر افکار عمومی جهانیان برنامه‌ریزی کرده است. در میان رسانه‌های قدرتمند این کشور، رادیوتلویزیون ملی ژاپن ان. اچ. کی دارای جایگاه برجسته‌ای است. در پی ده‌ها سال فعالیت رادیوهای برون‌مرزی ژاپن، راه‌اندازی تلویزیون انگلیسی‌زبان «ان. اچ. کی ورلد» در سال 1995 میلادی، نقطه عطفی در فعالیت برون‌مرزی این رسانه بود. این مقاله از طریق بررسی فعالیت‌های رسانه‌ای برون‌مرزی ژاپن، امکان استفاده از تجربیات موفق این کشوردر این زمینه را برای تصمیم‌سازان و سیاست‌گذاران رسانه ملی به‌ویژه در حوزه برون‌مرزی را فراهم می‌آورد.

A Look at the Structure and Strategies of Japan’s World Service Media

Looking at the concept of soft power and public and cultural diplomacy, the present paper studies the most important Japanese world service media in terms of structures and strategies. Attempting to maintain its position as the third biggest economy in the world, The Japan state has planned to increase its soft power and its influencing on the world public opinion through codifying longterm strategies. Among the Japanese powerful media, the national radiotelevision NHK has a prominent place. Following 10year activity of Japan’s oversees radios, the setting up of Englishlanguage NHKWorld TV in 1995 is a turning point in this media’s international activity. Through examination of the Japan’s oversees media activity, this paper provides the possibility to take advantage of this country’s successful experiences for IRIB decisionmakers and policymakers, particularly in oversees area.
