جایگاه الحشدالشعبی در امنیت ملی عراق و نحوه بازنمایی رسانه‌های غربی- سعودی از آن

پس از نفوذ پدیده ی تروریسم تکفیری در عراق و ناامنی هایی که در این سرزمین به وجود آمد، الحشدالشعبی به‌عنوان یک سازمان مردم نهاد، برای تامین امنیت این کشور تشکیل شد. مقاله‌ی حاضر نقش این گروه در امنیت ملی عراق را در چارچوب نظریه سازه انگاری تبیین می‌کند. برای شناخت و تحلیل جایگاه الحشدالشعبی در امنیت عراق، باید به جهان ارزش‌های اجتماعی و انسانی و معانی ای که کنشگرانِ این گروه، کنش خود را با آن تفسیر می کنند، مراجعه کرد. تلازم هویت دفاع از وطن و تبعیت از مرجعیت دینی، پایه حضور اعضای این گروه در سازمان الحشدالشعبی را برای دفع تهدید بنا نهاد. تکوین هویت ملی عراقی با دیدگاهی وسیع‌تر از مذهب و تعریف هویت غیرخودی در چارچوب تروریسم، توانست گروه هایی را با گرایش‌های مذهبی و قومی مختلف به این گروه ملحق کند. این تحدید هویت به معنای تشکیل پایه های امنیت مردمی در عراق و دفع هویت تهدیدآمیز غیرخودی بود. تکوین و توسیع ارزش و فرهنگ مبارزه با تروریسم در الحشدالشعبی، اهداف و قاعده های جمعی جدید امنیتی و دفاعی را در اعضای این گروه به وجود آورد و موجب تجمیع و وحدت ایده ی مقاومت در عراق شد. در نتیجه هویت و هنجارهای الحشدالشعبی، موجب تقویت امنیت عراق از طریق کنش عملی مبارزه با داعش گردید.

The position of Al-Hashd Sha’bi in Iraq’s National Security and The Western- Saudi Media’s Representation of it

Following the influence of the Takfiri terrorism in Iraq and the insecurities that arose in this country, AlHashd Sha’bi was formed as a popular organization to secure the country. This article seeks to explain the role of this group in Iraqi national security within the framework of constructivism theory. Therefore, in order to understand and analyze the position of AlHashd Sha’bi in Iraq’s security, we should refer to the world of social and human values and the meanings that actors of this group interpret with their actions. Collocation of the identity of homeland defense and adherence to religious leadership established the base for presence of members of this group at AlHashd Sha’bi organization to repulse the threat. The creation of a national Iraqi identity with broader understanding of religion, and the definition of others within the framework of terrorism, has been able to gather various religious and ethnic groups under this group. This limitation of identity meant the establishment of the foundations of popular security in Iraq and the Disposal of nonselfthreading identity. The establishment and spread the value and culture of fight against terrorism in AlHashd Sha’bi has shifted the idea of a confrontation between the Arab and Persian identities which has created new collective aims and rules in security and defensive among the members of this group and has brought about an aggregation and unity of resistance Idea in Iraq. Consequently, the identity and norms of AlHashd Sha’bi have strengthened Iraq’s security through the practical action against ISIS.
