استفاده ابزاری امریکا از دلار؛ اهداف، پیامدها، واکنش‌ها و ارائه رویکردهای رسانه‌ای

پس از جنگ جهانی دوم، ایالات متحده با استفاده ابزاری از پول ملی خود یعنی دلار به دفعات در روندهای بین‌المللی مداخله داشته است، به‌طوری که دلار ابزار همیشگی برای اهداف واشنگتن بوده است. بر این اساس پرسش اصلی مقاله آن است که نقش و کارکرد دلار در تحقق اهداف امریکا در نظام سیاسی و اقتصادی بین‌المللی چیست؟ در پاسخ، فرضیه نویسنده آن است که امریکا با استفاده ابزاری از دلار در نظام بین‌الملل، در راستای تقویت ایده هژمونی پولی این کشور در سطوح مختلف سیاسی، اقتصادی، نظامی و فرهنگی عمل کرده است. هژمونی پولی به‌عنوان یک «ابزار اقتصادی و سیاسی» به امریکا این امکان را داده تا عملکرد سیستم پولی بین‌المللی را در کنترل خود داشته باشد. این مقاله با روش توصیفی تحلیلی و با استفاده از تحلیل روندهای کلان اقتصاد جهانی، به تبیین جایگاه دلار در تعاملات اقتصاد جهانی، پیامدهای استفاده ابزاری امریکا از این ارز در عرصه نظام بین‌الملل و واکنش‌های جهانی درباره آن مانند تلاش روسیه، چین و ایران برای دلارزدایی و پیمان‌های دو یا چند جانبه مالی پرداخته است. با توجه به سرعت رو به افزایش این گونه واکنش‌ها می‌توان سقوط قدرت دلار در آینده را پیش‌بینی نمود.

US Instrumental Use of the Dollar; Goals, Consequences, Reactions; Providing Media Approaches

After World War II, using its national currency, the dollar, the United States intervened repeatedly in international trends, as the dollar has always been a tool for Washington’s purposes. The key question is, then, what is the role and function of the dollar in achieving US goals in the international political and economic system? In response, the author’s hypothesis is that the United States has used the dollar in the international system to strengthen the idea of monetary hegemony at various political, economic, military, and cultural levels. The monetary hegemony as an &economic and political tool& has enabled the US to control the function of the international monetary system. Using global macroeconomic trends analysis, and with a descriptiveanalytical method, this article explains the position of the dollar in global economic interactions, the consequences of the US instrumental use of this currency in the international arena, and global reactions about it, like efforts of Russia, China and Iran for DeDollarization and bilateral or multilateral financial treaties. Due to the rising speed of such reactions, the collapse of dollar strength in the future can be predicted.
