رویکرد ترامپ به حقوق بین‌الملل محیط ‌زیست و پیشنهادهای رسانه‌ای

بحران‌های زیست‌محیطی امروزه یکی از مهم‌ترین دغدغه‌های مردم، دولت‌ها و سازمان‌های بین‌المللی است. این بحران‌ها ادامه زندگی بشر بر روی کره زمین را به خطر انداخته و برای دولت‌ها ایجاد مسئولیت می‌کند. حقوق بین‌الملل محیط‌زیست از سال 1972م در نتیجه کنفرانس استکهلم با توجه بیشتر کشور‌ها مواجه شد. پس از آن به‌مرور الزاماتی برای حفاظت از محیط‌زیست شکل گرفت و مسئولیت جهانی حفاظت از محیط‌زیست مهم ارزیابی شد. امریکا به‌عنوان یکی از قدرت‌های بزرگ نظام بین‌الملل که تاثیر بسزایی در ایجاد بحران‌های محیط‌زیستی دارد، همواره تلاش کرده تا کمترین محدودیت و مسئولیت‌های زیست‌محیطی را بپذیرد. سیاست‌های زیست‌محیطی ترامپ تقابل سیاست‌های امریکا با حقوق بین‌الملل محیط‌زیست را نشان می‌دهد. در مقاله پیش‌رو ضمن معرفی ارکان اصلی حقوق بین‌الملل محیط‌زیست، رفتار ایالات‌متحده و تضاد معاهده‌ای و عرفی آن با حقوق بین‌الملل محیط‌زیست بررسی و تبعات سیاست‌های محیط‌زیستی دونالد ترامپ بر محیط‌زیست جهانی ارزیابی می‌شود.

Trump’s Approach to International Environmental Law; Proposing Media Policies

Nowadays, environmental crises are one of the major concerns of people, governments and international organizations. These crises endanger the continued existence of human beings on earth and create responsibility for governments. Since 1972, The International Environmental Law attracted the attention of most countries followed by the conference held in Stockholm, which was also developed with an aim to protect the environment and trigger the global responsibility of environment protection. The United States, as one of the great powers of the international system that has a significant impact on the environmental crises, has always strived to accept the least environmental constraints and responsibilities. Trump’s environmental policies reflect the US policies in confrontation with international environmental law and has raised concerns among the environmentalists. In present study, while identifying the key components of international environmental law, the United States behavior as well as its legal and customary conflict with international environmental law are examined, and the impact of the US President’s environmental policies on the global environment is evaluated.
