سیاست‌گذاری امنیتی آمریکا در مدیریت بحران های منطقه ای (2015-1991) و ارائه رویکردهای رسانه‌ای

رهیافت مدیریت بحران در زمره ابزارهای سیاست خارجی آمریکا محسوب می شود که به منظور تامین منافع ملی و ارز ش های بنیادین این کشور در حوزه های ژئوپلیتیک منطقه ای استفاده می شوند. بر این اساس، نوشتار حاضر به‌دنبال پاسخگویی به این پرسش اساسی بوده است که ایالات‌متحده آمریکا در سیاست‌گذاری امنیتی خود در مدیریت بحران‌های منطقه ای دوره پسا جنگ سرد از چه منطق و رهیافت هایی بهره گرفته است؟ و هدف از کاربست آنها چه بوده است؟ برای پاسخگویی به این پرسش از «نظریه آشوب» و روش توصیفی تحلیلی با استفاده از منابع کتابخانه‌ای بهره گرفته شده است. یافته‌های پژوهش حاکی از این است که الگوی مدیریت بحران آمریکا در برخورد با تحولات و پویش های منطقه ای را می توان تابعی از روند کلی مدیریت بحران در سیاست خارجی و امنیتی آمریکا دانست. ایالات‌متحده به‌منظور تحکیم سلطه هژمونیک بر محیط های امنیتی منطقه ای، از سازوکارهای متنوعی استفاده می‌کند. در این ارتباط می توان به اهرم هایی نظیر حمله پیش‌دستانه، جنگ های نیابتی، ائتلاف با ناتو و بازیگران منطقه ای و موازنه گرایی اشاره داشت. آمریکا برای کنترل کنشگری ایران و محدودسازی سیاست‌های منطقه‌ای آن در غرب آسیا نیز از راهبرد آشوب‌آفرینی با کمک متحدان منطقه‌ای خود مانند عربستان سعودی بهره می‌گیرد.

Challenges of Turkish-American Relations during the Trump Era and Suggestions for Media Coverage

Relations between Turkey and the United States underwent changes during the current era of Republican rule under the leadership of Trump, which has paved the way for crises in relations between the two countries. In the framework of NeoRealist theory and using a descriptiveanalytical method, this article examines the crises and challenges in relations between the two countries during the Trump era and the impact of these obstacles on AnkaraWashington relations. Findings show that the challenges of relations between the two countries in the period under study can be formulated and explained at three levels: domestic, regional and international. Issues such as the People’s Bank, Khashgechi’s murder case, Branson trial, buy S400 missile by Turkey, US role in July 15, 2016 coup, spreading antiAmerican sentiment in Turkey and also Trump and Erdogan’s psychological and personality traits at domestic level, the Syrian crisis and the issue of the Deal of the Century at the regional level, and Turkey’s convergence with Iran and Russia and the fight against ISIS at the international level are among the most important differences between the two countries. Of course, in general, given the nature of TurkishAmerican relations and their common interests, it can be said that such differences cannot even in the short term lead to the severance of relations between the two political entities.
