خدمات ایران به پناهجویان افغانستانی و بازتاب رسانه ای آن

با توجه به اهمیت افغانستان، کشورهای مختلف سعی در افزایش نفوذ در این کشور و بزرگنمایی کمک‌های خود به مردم افغانستان دارند. ایران به ‌عنوان همسایه افغانستان، به‌‌طور گسترده با مسئله مهاجرت افغان‌ها روبرو بوده و در چهار دهه گذشته، به دلیل رویکرد امت‌محوری، نگاه انسان‌دوستانه و اشتراکات فرهنگی، زبانی و دینی، میزبان بیش از سه میلیون پناهجوی افغانستانی بوده است. ایران در این سال‌ها، خدمات گسترده‌ای را در زمینه‌هایی مانند آموزشی، اجتماعی، بهداشتی، فرهنگی و عمرانی برای کاهش آلام و رنج‌های مهاجران افغانستان ارائه داده است. رقبای منطقه‌ای و دشمنان فرامنطقه‌ای ایران، با برجسته‌سازی معدود کمبودهای زیستی مهاجران در این کشور، آن را سیاست رسمی تهران جلوه می‌دهند. رسانه‌های وابسته به کشورهای غربی مانند بی.بی.سی، برخی از احزاب، شبکه‌های تلویزیونی و سایت‌های خبری افغانستانی که به رقبا وابسته هستند، هجمه گسترده‌ای علیه ایران و کوچک‌نمایی خدمات بی‌نظیر آن به مهاجران و دولت افغانستان را در دستور کار قرار داده‌اند. مقاله حاضر ضمن تبیین ابعاد و روند کمک‌های ایران به پناهجویان افغان، تلاش کرده استایده‌هایی نیز برای برنامه‌سازی رسانه‌های برون‌مرزی در این خصوص، ارائه دهد. یافته ها حکایت از آن دارند که با وجود حجم گسترده کمک‌های ایران، به دلیل غفلت از دیپلماسی عمومی و پیوست رسانه‌ای، خدمات ایران بازتابی متوازن و صحیح در رسانه‌ها نداشته است.

Iran’s Services to Afghan Refugees and its Media Reflection

Given the importance of Afghanistan, different states have tried to enhance their influence in this country and magnify their assistance to Afghanistan’s people. Iran as Afghanistan’s neighbor, widely facing with the immigration issue and in four decades, due to Ommah approach, humanitarian look and common cultural, lingual and religious traits, host more than three million Afghan refugees. Iran during these years has provided extensive services in the educational, social, sanitary, cultural and developmental fields for relieving the plight Afghan’s refugees. Highlighting the living shortcomings of Afghan refugees in this county, the regional rivalries and transregional enemies of Iran show it as Tehran formal policy. The affiliated media to western countries such as BBC and Afghan parties, TV channels and news sites which are rivalries affiliate have an extensive assault against Iran and minimizing its unparalleled services to Afghanistan’s government and refugees on the agenda. Explaining the dimensions and process of Iran’s assistance to Afghan refugees, the present paper attempts to present ideas for programbuilding of World Service media in this regard. The findings indicate that despite wide assistance from Iran, because of ignoring public diplomacy and media connects, the services of Iran have not been reflected in balance and correctly in media.
