مدل مطلوب راه‌اندازی سیمای دری و پشتوی برون‌مرزی صداوسیما؛ اهداف، راهبردها، رویکردها و چالش‌ها

افغانستان پس از سقوط طالبان با گسترش شتابان رسانه‌ها مواجه شد و رقبای منطقه‌ای و فرامنطقه‌ای ایران برای پیشبرد دیپلماسی عمومی خود و نفوذ در سپهر رسانه‌ای این کشور بحران‌زده، تلاش‌های پیدا و پنهان زیادی به عمل آوردند. در چنین شرایطی ایران نیز برای تبیین گفتمان انقلاب اسلامی، تنویر افکار عمومی و افزایش ضریب نفوذ خود در مهم‌ترین همسایه شرقی، نیازمند حضور حرفه‌ای در عرصه رسانه‌های تصویری افغانستان است که با تاسیس سیمای دری و پشتوی برون‌مرزی محقّق می‌شود. از این رو مقاله پژوهشی حاضر به بررسی ضرورت‌ها، اهداف، سیاست‌ها، راهبردها و مدل مطلوب، مختصات زبانی و زمانی، رویکردها و محورهای برنامه‌سازی، چالش‌های راه‌اندازی این تلویزیون و راهکارهای اجرایی پرداخته است. برای دستیابی به مدلی کارآمد و اثربخش، از روش مصاحبه گروهی با دوازده نفر از صاحبنظران سیاسی، فرهنگی و رسانه‌ای حوزه افغانستان استفاده شده است. مدل ترکیبی خبری و تولیدی با اولویت برنامه‌های فرهنگی اجتماعی، دینی، سیاسی، اقتصادی، آموزشی بهداشتی، تاریخی، هنری، گردشگری، سرگرمی و ورزشی که حداقل به دو زبان دری و پشتو، بین ساعات شانزده تا بیست و چهار پخش شود، مناسب‌ترین الگوی احصا‌ شده از مجموع دیدگاه‌های کارشناسان بوده است. تعامل سازنده بین نهادهای مرتبط با افغانستان و صداوسیما، رهیافتی برای غلبه بر موانع و چالش‌های مالی، نیروی انسانی و فنی تاسیس سیمای دری و پشتو خواهد بود.

The Desirable Pattern for Establishment of World Service Dari and Pashto Channel in IRIB; Objectives, Strategies, Approaches and Challenges

Afghanistan after the collapse of Taliban faced a rapid widespread of media and regional and global rivals of Iran took many explicit and implicit attempts to implement their own public diplomacy and enhance their influence in this crisisstricken county. In this juncture, Iran also needs professional presence in the Afghanistan’s media to enlighten the public opinions and increase its influence in the most important east neighbor. The objective that would be realized through establishing Dari and Pashto Channel in World Service. So, this article has studied the necessities, objectives, strategies and desirable pattern, the language and time features, approaches and programbuilding axis, the establishment challenges and executive solutions. In order to achieve an effective and influencing pattern, this research has used a group interview with twelve political, cultural and media experts on Afghanistan issues.The combined News and Produced model with priority of diverse program including cultural, societal, religious, political, economic, instructive –hygienic, historical, tourist, entertain men and sport which will be broadcasted at least in two Dari and Pashto languages between four pm to 12 pm, is the most suitable pattern extracted from the sum expert’s perspective.The constructive interaction between related Afghan institutions and IRIB, is an approach to overcome the financial, human resources and technical barrier and problems for establishment of Dari and Pashto channel.
