تهدیدات امنیتی- نظامی کروناویروس و راه‌های مقابله با آن با رویکرد پدافند غیرعامل و قدرت رسانه

از جمله مصادیق ایجاد تهدیدات امنیتی و نظامی ‌برای کشورهای مختلف، بروز پاندمی‌های فراگیر است که به‌سرعت دولت‌ها را در مهار آن و مدیریت بحران دچار مشکل می‌کنند. بر این اساس، مسئله این پژوهش متمرکز بر شیوع پاندمی‌کرونا و اهمیت اثرات مخرب این بیماری بر سلامت و امنیت جهانی و نقش رسانه‌های جمعی در این زمینه است. حتی اگر ویروس کرونا با اهداف شروع یک جنگ بیولوژیکی تمام‌عیار ایجاد نشده باشد، به‌دلیل سرعت بالای انتشار و قدرت بالای مرگ‌و‌میر می‌تواند به ابزاری برای بهره‌برداری در جنگ‌های بیولوژیک تبدیل شود. بر این اساس، پژوهش حاضر در پی یافتن پاسخ به این سوالات است که راه‌کارهای اصلی مقابله با تهدیدات نوظهور و خارج از تصور انسانی مانند کرونا به‌ویژه در بستر سامانه‌های پدافند غیرعامل چیست؟ همچنین نقش رسانه‌ها در این زمینه چیست؟ «جنگ بیولوژیک»، «امنیت» و «قدرت رسانه» مفاهیم نظری به کار رفته در این پژوهش هستند. روش پژوهش توصیفی تحلیلی و هدف آن تبیین نقش پدافند غیرعامل و رسانه‌ها در مدیریت بحران کروناست. نتایج پژوهش بر این موضوع تاکید می‌کند که مقابله با تهدیدات امنیتی ناشی از اتفاقات غیرمنتظره موضوعی جدی است و کشورها باید آن را همچون یک حمله فراگیر بیولوژیکی قلمداد کرده و به‌درستی با آن مقابله کنند. در این زمینه مجموعه اقداماتی در چارچوب مدیریت به‌موقع بحران و پدافند غیرعامل می توانند مفید باشند. رسانه‌ها نیز در آموزش‌های لازم در بستر مراقبت‌های عمومی، رعایت سطوح مختلف بهداشتی و تبیین مخاطرات گسترده کرونا برای افکار عمومی نقش پررنگی باید داشته باشند.

Security-Military Threats of the Coronavirus and Ways to Deal with: A Civil Defense and Media based Approach

Examples of security and military threats to various countries include widespread pandemics that quickly make it difficult for governments to contain and manage crises. Accordingly, the focus of this study is on the prevalence of pandemic corona and the importance of the devastating effects of this disease on global health and security and the role of mass media. Even if the corona virus is not created with the goal of starting a fullfledged biological warfare, it can become a tool for use in biological warfare due to its high rate of spread and high mortality. Accordingly, the present study seeks to answer the basic questions that what are the main strategies to deal with emerging and unimaginable threats such as Corona, especially in the context of passive defense systems? Also, what is the role of the media in this regard? &Biological warfare&, &security& and &media power& are the theoretical concepts used in this research. The research method is descriptiveanalytical and its purpose is to explain the role of passive defense and media in corona crisis management. The results of the study emphasize that dealing with security threats arising from unexpected events is a serious issue and countries should consider it as a comprehensive biological attack and deal with it properly. In this regard, a set of measures in the context of timely crisis management and passive defense can be useful. The media also play an important role in providing the necessary training in the field of public care, observing different levels of health, and explaining the wideranging risks of corona virus to public opinion.
