بایسته‌های محتوایی دیپلماسی رسانه‌ای ایران در مناطق روس‌زبان

با توجه به آنکه امروزه رسانه‌ها برای ایجاد و تقویت همگرایی میان ملت‌ها، عنصر بسیار تاثیرگذاری به‌شمار می‌روند، این مقاله به‌دنبال شناخت و معرفی بایسته‌های محتوایی دیپلماسی رسانه‌ای جمهوری اسلامی ایران در مناطق روس‌زبان است. به‌همین دلیل، مقاله حاضر داده‌ها و اطلاعات به‌دست آمده از 19 صاحب‌نظر حوزه رسانه و مناطق روس‌‌زبان را از طریق مصاحبه نیمه‌ساختاریافته و تکنیک تحلیل مضمون، سامان‌بخشی و صورت‌بندی کرده است. مضامین به‌دست آمده، ذیل سه مقوله مرتبط با تحولات نظام بین‌الملل، سیاست‌های حاکم بر منطقه اوراسیای مرکزی و مناسبات حاکم بر فدراسیون روسیه و جمهوری اسلامی ایران تبیین شده‌اند. بر اساس یافته‌ها، می‌توان با تاکید بر موضوعاتی نظیر «اشتراکات فرهنگی هویتی دینی، مسئله تکفیر، تحریم‌های غربی آمریکایی، موقعیت جغرافیایی ویژه ایران، جلوگیری از ترویج پان‌ها و جریان‌های افراطی فعال منطقه‌ای و فرامنطقه‌ای، خنثی‌سازی اقدامات رقبا و دشمنان مشترک منطقه‌ای و بین‌المللی، همگرایی در زمینه‌های اقتصادی و...» اقدام به تولید محتوا به زبان روسی در رسانه‌های شنیداری، دیداری و مجازی برون‌مرزی صداوسیما کرد. همچنین توسعه رادیو روسی برون‌مرزی و تاسیس سیمای روسی برون‌مرزی برای تقویت دیپلماسی رسانه‌ای ایران در مناطق روس‌زبان از جمله پیشنهادهای این مقاله است.

Content Requirements of the Iranian Media Diplomacy in Russian-Speaking Regions

Given the fact that, today, media are considered a very effective element in creating and strengthening convergence among nations, the current study seeks to identify the content requirements of the Iranian media diplomacy in Russianspeaking regions. For this reason, the present study has formulated the data obtained from 19 experts in the field of media and Russianspeaking regions through semistructured interviews and content analysis techniques. The topics are explained under the three categories of the developments of the international system, the governing policies in the Central Eurasian region and the relations between the Russian Federation and the Islamic Republic of Iran. Based on the results, content production in Russian can be pursued in the audio, visual and virtual media abroad, while emphasis should be made on the topics such as cultureidentityreligion commonality, Takfir (accusing another Muslim of apostasy), WesternAmerican sanctions, Iran’s special geopolitics, prevention of the promotion of regional and transregional extremists and pan ideologies, neutralizing regional and international common rivals and enemies’ measures, as well as convergence on economic fields, etc. Furthermore, the development of overseas Russian Radio and the establishment of Russian Television abroad are recommended to strengthen the Iranian media diplomacy in the Russianspeaking regions.
