چکیده    کیفیت سرمایه انسانی برای حفظ مزایای رقابتی سازمان‌ها در عصر دانش، بسیار حیاتی است. علیرغم اینکه بسیاری از سازمان‌های فعال در زمینه فناوری اطلاعات و ارتباطات به اهمیت ارزیابی و استخدام کارکنان شایسته پی برده‌اند، به دلیل تنوع شغلی در این حوزه دست یافتن به فاکتورهای واقعی مورد نیاز و میزان لازم این مولفه‌ها جهت تصدی این مشاغل برای مدیران دشوار است. هدف پژوهش حاضر، طراحی یک سیستم خبره با رویکرد فازی، برای ارزیابی تعهد و تخصص کارکنان فناوری اطلاعات و ارتباطات جهت تصدی مشاغل مربوطه است. برای نیل به این هدف، فاکتورها و مهارت‌های لازم در ارزیابی متقاضیان هر شغل شناسایی گردید. جهت تعیین میزان تاثیر و اوزان نسبی معیارهای شناسایی شده، از فرایند تحلیل سلسله مراتبی فازی (fahp) بهبود یافته استفاده شد. سپس با طراحی و ایجاد یک سیستم خبره، در بخش اول با استفاده از زبان برنامه نویسی c#.net و تشکیل پایگاه قوانین توسط نرم‌افزار sql server به ارزیابی حداقل معیارهای اجباری احراز شغل و در بخش دوم با بکارگیری روش تاپسیس فازی (ftopsis) در نرم افزار matlab به رتبه‌بندی و در نهایت انتخاب شایسته‌ترین افراد پرداخته شده است. روش پژوهش حاضر به لحاظ هدف کاربردی – توسعه‌ای و از نظر گردآوری داده‌ها در زمره تحقیقات اکتشافی از نوع پیمایشی محسوب می‌گردد. ابزار گردآوری اطلاعات علاوه بر مطالعات کتابخانه‌ای، پرسشنامه است که روایی آن توسط نظرات اساتید و خبرگان فن و پایایی آن از طریق روش نرخ ناسازگاری مورد تایید قرار گرفته است. یافته‌های تحقیق نشان می‌دهد که می‌توان با استفاده از ایجاد یک سیستم خبره فازی، تعهد و تخصص کارکنان فناوری اطلاعات و ارتباطات را ارزیابی کرد و سرعت و دقت مدیران در انتخاب کارکنان را بهبود بخشید.

   Design of Expert System with Fuzzy Approach for Evaluation of ICT Staff of Tehran Municipality

Abstract    The quality of human capital is critical to maintaining the competitive advantage of organizations in the age of knowledge. Despite the fact that many organizations active in the field of information and communication technology have realized the importance of evaluating and hiring qualified employees, due to job diversity in this field, it is difficult for managers to achieve the required real factors and the necessary amount of these components. The aim of this study is to design an expert system with a fuzzy approach to assess the commitment and expertise of IT and communication staff to take on relevant jobs. To achieve this goal, the necessary factors and skills in evaluating applicants for each job were identified. Improved fuzzy hierarchical analysis (FAHP) process was used to determine the impact and relative weights of the identified criteria. Then, by designing and creating an expert system, in the first part using C # .Net programming language and forming the rules base by SQL Server software to evaluate the minimum mandatory criteria for obtaining a job and in the second part by using fuzzy topsis method (FTOPSIS) in software. Matlab software ranks and ultimately selects the most suitable people. The present research method is considered as a survey type in terms of applied-developmental purpose and in terms of data collection in the category of exploratory research. In addition to library studies, the data collection tool is a questionnaire whose validity has been confirmed by the opinions of professors and technicians and its reliability through the non-compliance rate method. The research findings show that by creating a fuzzy expert system, the commitment and expertise of information and communication technology staff can be evaluated and the speed and accuracy of managers in selecting employees can be improved.
