تحلیل محرک‌های کلیدی اثرگذار بر مشارکت شهروندان در حفاظت از محیط‌زیست شهری با رویکرد آینده‌پژوهی (مطالعه موردی: شهرکرد)

مشارکت شهروندی یکی از عوامل اساسی در موفقیت طرح های شهری است وسیله ای است برای دستیابی به اهداف توسعه انسانی و یک ارزش مستقل در توسعه جوامع شهری به حساب می آید. میزان مشارکت شهروندان بستگی به عوامل و متغیرهای گوناگونی ازجمله بنیان های اجتماعی، آگاهی شهروندی، رضایت شهروندان و ... دارد. بنابراین هدف پژوهش حاضر بررسی محرک های اثرگذار بر مشارکت شهروندان در حفاظت از محیط زیست شهری در شهرکرد است. روش تحقیق به لحاظ هدف کاربردی و ازنظر روش شناسی توصیفی_تحلیلی است به نحوی که ابتدا با روش دلفی عوامل شناسایی و پس از اعتبار بخشی آن توسط کارشناسان در قالب پرسشنامه میک مک مورد ارزیابی قرارگرفته است و برای این کار از روش های اعتبارسنجی در تطبیق داده ها با رویکرد آینده پژوهی توسط خبرگان و کارشناسان شهری کمک گرفته است. یافته های تحقیق نشان می دهد که از بین شاخص های 23 گانه، توجه به فرهنگ سازی و افزایش آگاهی شهروندان در حفظ محیط زیست (رضایت عمومی جامعه، افزایش آگاهی های عمومی، کاهش تضادهای بین رشد اقتصادی و امنیت زیست محیطی، انتشار فرهنگ حفظ محیط زیست و...) و توجه به موضوع مشورت و مشارکت شهروندان در حفظ محیط زیست (اطلاع رسانی به مردم، استقبال شهرداری از مشارکت، ارائه پیشنهادها و نظرات به مدیران شهری، مدنظر قرارداد افکار عمومی و...) به عنوان محرک کلیدی در اولویت قرار گرفت و پس از آن برخورداری از دانش محیط زیستی، اطلاع از مفهوم توسعه پایدار، حقوق محیط زیست، مکان یابی صنایع و استاندارهای زیست محیطی، افزایش آگاهی های محیط زیستی شهروندان از طریق رسانه ها (آگاهی از وظایف و حقوق خود در قبال محیط زیست، آگاهی از وظایف و حقوق محیط زیست، ارتقای کیفیت محیطی، تقویت اخلاق زیست محیطی و...) و توجه به موضوع حفاظت و استفاده پایدار از منابع در شهرها (کاهش مداخلات انسانی مخرب، حفظ منافع نسل های آینده، آسیب شناسی برنامه های توسعه و...) می تواند بستری مناسب برای ارتقای مشارکت شهروندان در حفاظت از محیط زیست شهری شهرکرد فراهم نماید.

analysis of key drivers influencing citizen participation in urban environmental protection with a futuristic approach (case study: shahrekord)

citizen participation is a fundamental factor in the success of urban projects and serves as a means to achievehuman development goals and an independent value in the development of urban communities. the level of citizenparticipation depends on various factors and variables, including social foundations, civic awareness, citizensatisfaction, etc. therefore, the aim of this research is to investigate the influential drivers of citizen participationin urban environmental protection in shahrekord. the research method is descriptive-analytical in terms of purposeand methodology. initially, using the delphi method, the factors were identified and then evaluated through aquestionnaire using the micmac method by experts. validation methods were employed to match the data with afuturistic approach, guided by urban experts and specialists. the research findings indicate that among the 23indicators, attention to cultural promotion and raising citizens' awareness of environmental conservation(community satisfaction, increasing public awareness, reducing conflicts between economic growth andenvironmental security, promoting environmental conservation culture, etc.) and focusing on the subject ofconsultation and citizen participation in environmental preservation (public information dissemination, municipalsupport for participation, providing suggestions and opinions to city managers, addressing public opinioncontracts, etc.) were identified as key drivers in priority. following these, factors such as environmentalknowledge, understanding the concept of sustainable development, environmental rights, industrial siting andenvironmental standards, increasing citizens' environmental awareness through media (awareness of theirresponsibilities and rights regarding the environment, awareness of environmental duties and rights, enhancingenvironmental quality, strengthening environmental ethics, etc.), and focusing on the topic of sustainableconservation and use of resources in cities (reducing destructive human interventions, safeguarding the interestsof future generations, assessing development program damages, etc.) can provide a suitable foundation forenhancing citizen participation in urban environmental protection in shahrekord.
