واکاوی عوامل پیش برنده و اثرگذار بر توسعه کارآفرینی روستایی (مورد مطالعه: شهر الشتر)

نواحی روستایی به دلیل شرایط اکولوژیکی و اقتصادی - اجتماعی با مسائل و مشکلات متعدد و متنوعی مواجه هستند که فقر و محرومیت از  مهمترین آنهاست. کارآفرینی با خلق فرصتهای جدید  اشتغال و کسب درآمد،می تواند نقش موثری در بهبود وضع اقتصادی و معیشتی روستاها داشته باشد؛ بنابراین، سنجش وضعیت کارآفرینی روستاییان و تلاش برای توسعه و تقویت آن در فرایند توسعۀ روستایی از طریق شناسایی عوامل پیش برنده آن، اهمیت ویژ ه ای دارد.پژوهش حاضر با هدف شناسایی پیشران‌های موثر بر وضعیت آینده توسعه کارآفرینی روستایی در شهرستان الشتر و چگونگی تاثیرگذاری این پیشران‌ها بر یکدیگر انجام شده است. این پژوهش از نظر ماهیت، بر اساس روش علم آینده‌پژوهی، تحلیلی و اکتشافی و بر اساس هدف کاربردی است که در دو مرحله تعیین شاخص‌های کلیدی از طریق روش دلفی و شناسایی پیشران‌ها بر اساس نظرخواهی از نخبگان اجرایی و دانشگاهی متخصص در حوزه کارآفرینی  با استفاده از نرم‌افزار micmac  و بر پایه روش تحلیل اثرات متقاطع انجام شده است. یافته‌ها بر اساس وضعیت صفحه پراکندگی عوامل نشان داد، سیستم ناپایدار است و بیشتر عوامل در اطراف محور قطری صفحه پراکنده هستند. همچنین نتایج نشان داد که از بین 24 عامل در نظر گرفته شده، در نهایت با توجه به امتیاز بالای تاثیرگذار و تاثیرپذیری مستقیم 14 عامل به عنوان خروجی میک مک ، در آینده توسعه کارآفرینی روستایی شهرستان نیر تاثیرگذار هستند. نتایج نشان داد که از بین 14 عامل پیشران، عوامل دسترسی به بازار مناسب برای عرضه تولیدات محلی و بومی به مصرف کنندگان، ایجاد و توسعه نهادها و سازمان‌های محلی مرتبط با کارآفرینی، سرمایه گذاری در خدمات آموزشی، ترویجی و اطلاع رسانی،  دسترسی به اعتبارات بانکی و تسهیلات دولتی، تاثیرگذاری بالاتری بوده و از اهمیت بیشتری برخوردار بودند. در نهایت با توجه به یافته های پژوهش می توان گفت که توجه کافی به عوامل کلیدی و تاثیرگذار، اولویت بندی و مدنظر قرار دادن روابط آن‌ها با یکدیگر می‌تواند زمینه ساز تحقق و توسعه و تکامل مطلوب و الگومدار توسعه کارآفرینی روستایی در شهرستان الشتر باشد.

analysis of the propellers affecting to the development of rural entrepreneurship (case study: al-ashtar county side)

due to the ecological and economic-social conditions, rural areas face many and diverse issues, poverty and deprivation being the most important of them. entrepreneurship can play an effective role in improving the economic and living conditions of villages by creating new employment opportunities; it is very important to measure the entrepreneurship status of the villagers and try to improve it in the process of rural development by identifying the progressive factors. the current research was conducted to identify the progressive affecting the future state of rural entrepreneurship development in al-shatar city and how these progressive affect each other. in terms of its nature, this research is based on the method of future research, analytical and exploratory science and based on the practical goal, which in two stages determines the key indicators through the delphi method and identifies the progressive based on the opinion of executive and academic elites specialized in the field of entrepreneurship using micmac software was based on the method of cross-effects analysis. the findings showed that the system is unstable and most of the factors are scattered around the diagonal axis of the scattering plane. among the 24 factors considered, according to the high score of influence and direct influence of 14 factors as the output of mik mak, they are effective in the future development of rural entrepreneurship of the city. the results showed that of the 14 progressive factors, the factors of access to the appropriate market for supplying local and indigenous products to consumers, the creation and development of local institutions and organizations related to entrepreneurship, investment in educational, promotion and information services, access to bank credits and government facilities are more influential. the findings of the research state that paying enough attention to the influential factors, prioritizing and considering their relationships with each other is the reason for the favorable and model-oriented development of rural entrepreneurship in al-ashatar city.
