طرح مبانی نظری و پیشنهاد چارچوب مفهومی برای مقررات ملی شهرسازی ایران

مقررات شهرسازی ابزار اصلی حاکمیت در هدایت شهر در مسیر مطلوب توسعه هستند در ایران بخش اصلی این مقررات ضوابط پراکنده مربوط به طرح‌های جامع و تفصیلی یا همان «مقررات خاص شهرسازی» هستند. فقدان چارچوب‌های کنترل، ارزیابی و هدایت مقررات خاص در مسیرهای منطقی باعث خطای سهوی یا سوءاستفاده از این مقررات و دور نمودن شهر از اهداف توسعه می‌گردد. هدف این مطالعه تبیین ایده «مقررات ملی شهرسازی» به‌عنوان چارچوبی بالادست و چندلایه است که می‌تواند این نقیصه را رفع نماید. محتوای این «مقررات عام شهرسازی» کلی، هدایتگر و مبتنی بر مهندسی ارزش می‌باشد. در این پژوهش با روش تحلیل و بازترکیب مولفه‌ها و در بستر استدلال منطقی  ضمن شناخت ریشه‌های مفهومی «مقررات ملی شهرسازی» زمینه‌ها و الزامات تعریف چارچوب مفهومی این مقررات معرفی می‌گردد. نتایج نشان می‌دهد چهار لایه نظام ارزشی ملاحظات ارزشی، ملاحظات ملی اجتماعی، ملاحظات حقوقی قانونی و ملاحظات شهرسازی فنی، ارکان شاکله این مقررات بوده و هر لایه محورهایی چندگانه در مسیر تدوین این مقررات دارد.

developing a theoretical foundation and proposing a conceptual framework for iran’s national urban planning regulations

urban planning regulations are the main government’s tools to directing cities in the desired path of development. in iran, the main part of these regulations are scattered regulations related to urban comprehensive and detailed plans or &particular urban planning regulations&. the lack of a framework for control, evaluating and guiding these regulations in a logical way, causes inadvertent errors or misuse of these regulations and it moves the cities away from the development goals. the purpose of this study is to explain the idea of &national urban planning regulations& as an upstream and multilayered framework that can solve this defect. the content of these &general urban planning regulations& will be general, guiding and is based on value engineering. in this research, through the method of analysis and recombination of components and in the context of logical reasoning, while exploring the conceptual roots of &national urban planning regulations&, requirements for defining the conceptual framework of these regulations are introduced. the results show that four layers including value system value considerations, nationalsocial considerations, legal considerations and urban planningtechnical considerations are the pillars of these regulations and each layer has multiple axes when drafting these regulations.
