بازخوانی یک طرح شهری با بهره‌گیری از انگارۀ حق به شهر- مجتمع تجاری عرش آجودانیه تهران

در موارد متعددی طرح‌های شهری در شهرها، بدون توجه به خواست ساکنان و زمینه و صرفاً در جهت کسب سود بیشتر مدنظر قرار می‌گیرند. در این میان، در شهر تهران در مواردی ساخت‌وساز در جهت کسب سود تا آنجا پیش رفته که بسیاری از مجتمع‌های تجاری با تغییر کاربری فضای سبز به این کاربری احداث‌شده‌اند. در پژوهش پیش‌رو تلاش بر این است تا احداث مجتمع تجاری به‌جای پارک و زمین بازی در نمونه‌ای از محلات تهران (محلۀ آجودانیه) و شرایطی که برای ساکنان به وجود آمده را با بهره‌گیری از دیدگاه شهروندان و با توجه به انگاره حق به شهر، موردسنجش قرار دهد. این پژوهش با بهره‌گیری از روش تحلیل تماتیک قیاسی و تحلیل مصاحبه‌های عمیق (18 مصاحبه) بر آن است تا دیدگاه ساکنان را از منظر حقوق تضییع‌ شدۀ آنها بررسی نماید. تم‌های اصلی که خواست ساکنان با تکیۀ بر انگاره حق به شهر دسته‌بندی‌ شده‌اند، شامل حق به حرکت و دسترسی، حق به فضای عمومی، حق دسترسی به خدمات، حق دسترسی به فضای سبز، حق برخورداری از امنیت و حق مشارکت ساکنان در اداره امور محله خود می‌شوند.

Analyzing an Urban Plan Using the Idea of the Right to the City- Arsh-e Ajodaniyeh Commercial Complex of Tehran

In many cases, urban plans in cities are considered regardless of the wishes of the residents and the context and only in order to make more profit. Meanwhile, in the city of Tehran, in some cases, construction companies have gone so far as to make a profit, so that many commercial complexes have been built by changing the use of green space to this use. In the present study, an attempt was made to construct a commercial complex instead of a park and a playground in a sample of Tehran neighborhoods (Ajodaniyeh neighborhood) and the conditions that have been created for the residents, taking advantage of the citizens’ point of view and according to the concept of the right to the city. Using deductive thematic analysis and analyzing indepth interviews (18 interviews), this study aims to examine the views of residents from the perspective of their violated rights. The main categories that residents want to be categorized based on the idea of the right to the city include the right to movement and access, the right to public space, the right to access public services, the right to access green space, the right to security, and residents claim the right to participate in the management of their neighborhood.
