واکاوی ﭼﺎلش‏هاﻱ ﻣﺪﻳﺮﻳﺖ ﺷﻬﺮﻱ ﺷﻬﺮﻫﺎﻱ ﺟﺪﻳﺪ ایرانی بر اساس مدل‌سازی معادلات ساختاری ( Sem)

شهرهای جدید در ایران عمدتاً برای کاهش بار جمعیت و تراکم فعالیت‌های اقتصادی از شهرهای بزرگ ایجاد شدند. اما باوجود پیش اندیشگی، مدیران شهری برای تحقق این اهداف با چالش‌های زیادی مواجه شدند. مدیریت مناسب این چالش‌ها برای رسیدن به سطحی قابل‌قبول از انسجام در مدیریت شهرهای جدید، مستلزم واکاوی و ارزیابی این چالش‌ها و شناخت رابطه و میزان تاثیرآنها بر همدیگر بصورتی سیستماتیک و هدفمند است، هدف این تحقیق؛ این واکاوی و اثرسنجی است. به این منظور در تحقیق حاضر از روش مدل‌سازی معادلات ساختاری برای مسیریابی و تعیین ضرایب تاثیر عوامل اصلی استفاده‌ شده است که درآن پیمایشدر قالب پرسشنامه کارشناسان به‌عنوان ابزار اصلی است. رابطه نسبتاً قوی، مثبت و معنی‌دار میان تمامی چالش‌های شناسایی‌شده وجود دارد و بیشترین میزان مربوط به تاثیر چالش «نهادی-اداری» بر چالش «تسهیلات-خدمات» است اما همین چالش خود به میزان چشمگیری متاثر از چالش «مالی-بودجه» است و این چالش نیز متاثر از چالش «سیاست‌گذاری و برنامه‌ریزی» است. به همین ترتیب میزان تاثیر سایر چالش‌ها بر همدیگر مشخص‌شده است. نتایج این تحقیق به‌عنوان یک راهنما؛ ضمن نشان دادن نقاط کانونی موردتوجه برای اصلاح و بهبود در نظام مدیریت شهری شهرهای جدید پایه‌های مناسبی برای طراحی الگوی مدیریت شهری منسجم در این شهرها به‌منظور ارتقای کیفیت رندگی شهروندان را فراهم می‌نماید.

Analyzing the Urban Management Challenges of the New Iranian Towns Based on Structural Equation Modeling (SEM)

New Iranian towns were created mainly to reduce population burden and concentrate economic activity on large cities. Despite their thoughtful formation, practically it was not easy to achieve these two goals and many challenges were faced by urban managers in different dimensions. Given that achieving an acceptable level of cohesion in managing new towns requires analyzing and assessing these challenges and identifying the relationship and their impact on each other in a systematic and purposeful way, the goal of this study was to analyze these impacts. Structural Equation Modeling (SEM) was used in the study for routing and determining the main coefficients of impact and measurement is in the form of expert questionnaires as the primary tool. Research shows that there is a relatively strong, positive, and meaningful relationship among all the challenges identified and most concerned with the impact of the “institutionaladministrative” challenge on the “facilitiesservices” challenge. Nevertheles this challenge is significantly influenced by the “financebudget” challenge, and it also influenced by the policymaking challenge. Similarly, the impact of other challenges on each other has been determined. The result of this study as a guide, while pointing out the focal points of interest for reform and improvement of the new urban management system, provides a reasonable basis for designing a coherent urban management model in the new Iranian towns to improve the quality of citizenship in these towns.
