پارادایم نوین برنامه‌ریزی برای پایداری و مدیریت یکپارچه منطقه کلان‌شهری تهران، ساماندهی یا تغییر پایتخت

به نظر می‌رسد که ما در مسئله شهر تهران، پایتخ ت از هماهنگی با تغییرات جامعه به دورمانده‌ایم. ما اغلب با آنچه کاول اونز[1] یک نقص اجرایی می‌نامد مواجهیم. دنبال کردن روش‌هایی که آشکارا غیرمفید و ناکارآمد هستند و آن‌طور که باربارا تاچمن[2] می‌نامد، سرچوبی[3] و در ناتوانایی خارج شدن از جبر ساختاری و نهادی غالب گرفتار آمده‌ایم. این جبر ساختاری و نهادی، نیاز به تغییر نگرشی و پارادایمی در این زمینه را گوشزد می‌کند. به‌جای توجه به فرایند شکل‌گیری تهران و تبدیل‌شدن آن به یک مسئله، برخورد پروژه‌ای با آن داریم. درحالی‌که بسیاری از عوامل تبدیل شهر تهران به یک کلان‌شهر مسئله‌دار همچنان عمل می‌کند. ما نیازمند نگرش فرایندی و یک مهندسی معکوس در فرایندی هستیم که در طی بیش از دو سده منجر به شکل‌گیری تهران امروز شده است. ما نیازمند تغییر نگرش اساسی به رویه و روش‌های مرسوم برنامه‌ریزی به نگاه کلی، سیستمی، فرآیندی و دورنگر هستیم. به‌جای جزئی‌نگری و نگرش انتزاعی، دورنگری به‌جای نزدیک‌بینی، برخورد فرایندی به‌جای پروژه‌ای، نگاه برنامه محور به‌جای روزمرگی و ...، راه‌های حل معضل تهران و ساماندهی مسئله پایتخت را گوشزد می‌کنند. نتایج تحلیل بر راهبرد مدیریت یکپارچه و سیستمی در چارچوب پیوندهای منطقه‌ای و فرامنطقه‌ای و نگرش اکولوژیکی به توسعه کلان‌شهر، ایجاد تعادل بین محیط طبیعی و محیط انسانی، تعادل منطقه‌ای و توجه به ظرفیت‌های اکولوژیکی منطقه کلان‌شهری تاکید می‌کنند.

A New Paradigm for the Integrated Sustainability and Management of the Tehran Metropolis:Capital City Reorganization or Relocation

It seems that we are not in harmony with the changes of the Tehran metropolis as the capital city of Iran. We often encounter what Cowell and Owens call an implementation deficit. The pursuit of methods that are obviously ineffective and futile, or as Barbara Tuchman calls it, woodenheadedness, the inability to escape the dominant structural and institutional algebra. This structural and institutional algebra indicates a change in attitude and paradigm in this regard. Instead of focusing on Tehran’s formation as a process and turning it into an issue, we deal with it as a project. While many factors turn Tehran into a problematic metropolis, it still continues to work. We need to do a reverse engineering of the process that has led to the creation of Tehran over two centuries. There is a need for fundamental change in the outlook towards customary processes and procedures, with a holistic, systemic, processbased, and farsighted approach. A comprehensive, integrated, and systemic approach instead of a reductionist and abstract attitude; looking into the future rather than the present; a processbased approach instead of a projectbased one; a programcentered look instead of a routine one. These are all solutions to Tehran’s problem and the organization of the capital issue. The results of the analysis emphasize an integrated and systematic strategy of management in the framework of regional and transregional connections. They also focus on an ecologic attitude toward expanding the metropolis and creating balance between the natural and manmade environments.
