ارزیابی و سنجش اثرات احداث کنارگذر جدید بر کیفیت زندگی ساکنان (مورد پژوهی: کوی 22 بهمن شهرستان ساری)

گسترش شهرها به‌واسطه‌ی افزایش میزان شهرنشینی به امری ضروری تبدیل‌شده و وابستگی به‌وسیله نقلیه و به‌تبع آن گسترش شبکه‌های حمل‌ونقلی را به یک ضرورت، و نه یک انتخاب تبدیل کرده است. همین موضوع سبب ایجاد مشکلات عدیده‌ای در محلاتی که راه‌های جدید از آن عبور کرده‌اند، می‌شود. هدف این پژوهش ارزیابی تاثیرگذاری پروژه تکمیلی کنارگذر شمالی شهر ساری بر ساکنان کوی 22 بهمن می‌باشد. در این پژوهش روش گردآوری داده‌ها، میدانی و آماری (ترکیبی از روش‌های کمی و کیفی) است. به‌منظور جمع‌آوری اطلاعات از مشاهدات میدانی، مصاحبه‌های عمیق فردی و گروهی و همچنین ابزار پرسشنامه با 3 معیار اصلی (دسترسی و خدمات، کالبدی، اجتماعی) و زیرمعیارها جهت سنجش تاثیرگذاری راه ارتباطی جدید بر وضعیت زندگی کوی 22 بهمن استفاده شده است. با استفاده از تکنیک (تحلیل سلسله مراتبی ahp) به وزن‌دهی به معیار‌ها پرداخته شده‌است. وزن معیار‌ها باکمک متخصصان و کارشناسان با نرم‌افزار (expert choice) تعیین شد و نهایتاً وضعیت هر یک از معیار‌ها ارزیابی گردید. نتایج نشان داد تکمیل کنارگذر شمالی مشکلات فراوانی را برای ساکنان کوی 22 بهمن ایجادکرده است. احداث کنارگذر شمالی بیشترین تاثیر را به ترتیب دسترسی و خدمات، اجتماعی و کالبدی بر ساکنان کوی 22 بهمن داشته است. طبق بررسی‌های صورت گرفته به نظر می‌آید تکمیل پروژه کنارگذر شمالی شهرستانی لازم بود، اما نیاز بود که روش اجرای پروژه اصلاح شود تا کوی مسکونی 22 بهمن را به دو قسمت مجزا تبدیل نکند و مردم ساکن در محله با مشکلات کمتری مواجه شوند.

Evaluating the Effects of Intercity-Road Construction on the Quality of Life of Residents (Case Study: The22 Bahman Neighborhood of Sari City)

The expansion of cities has become a necessary matter due to urbanization. Thus, the expansion of transportation networks has become a necessity. This is causing a lot of problems in the neighborhoods which have been crossed by new roads. The purpose of this study is to evaluate the effectiveness of the supplementary project of the northern belt of Sari city to the residents of the 22 Bahman neighborhood. In this research, the data collection method is field and statistical (a mixture of quantitative and qualitative methods). The Criteria of &access and services&, &physical conditions& and &social situation& have been defined to measure the impact of the new communication path on the living conditions of the 22 Bahman neighborhood. Using the software of Expert Choice, an AHP technic has been applied to wight the criteria and subcriteria, and finally, the status of each of the criteria was evaluated. The results showed that the completion of the northern belt has created problems for the residents of the 22 Bahman neighborhood. The construction of the northern belt has the most effects on the criterion of access and services, then social status, and at last, physical conditions of the neighborhood. According to the studies, it seems that the completion of the northern belt project of the city was necessary, but it was vital to improve the method of project implementation so that the 22 Bahman residential neighborhood would not be divided into two separate parts and people living in the neighborhood would have fewer problems.
