به طور مشخص فعالیت های تحقیق و توسعه در قالب پروژه برنامه ریزی، پیگیری و اجرا می شود. بنابراین مدیریت پروژه ها با هدف کنترل و بهینه سازی زمان، کیفیت و هزینه به عنوان ضرورتی اجتناب ناپذیر در بخش تحقیق و توسعه متداول است .پروژه های پژوهشی در حیطه عوامل تاثیرگذاری قرار می گیرند که منجر به اجرای پروژه با ریسک بالا می شود، به طوری که این عامل ریسک و انحراف، تا حدی برنامه های مدیران ارشد را جهت دستیابی به اهداف آتی دچار مشکل می سازد و در جای خود ناهنجاری هایی را سبب گردیده است. از طرفی به علت محدودیت منابع و امکانات باید پروژه های پژوهشی با کمترین ریسک مواجه شوند. خروجی پروژه های تحقیقاتی به صورت دقیق قابل تعریف نیستند و معمولا به صورت طولانی مدت اجرا می شوند و به نتیجه می رسند. در این مقاله به بررسی اهمیت تحقیق و توسعه در پروژه های پژوهشی و راهبردی، مفهوم عدم قطعیت و ریسک، هدف مدیریت ریسک ، ابزارهای مدیریت ریسک، شناسایی ریسک پرداخته شد. هدف از شناسایی ریسک در بخش تحقیق و توسعه پروژه های پژوهشی و راهبردی این است که بتوان با اعمال مدیریت بهینه برای توجیه و بهینه سازی هزینه های تحقیقات، کاهش زمان موثر انجام پروژه به دلیل اهمیت بسیار بالای زمان در حرکت به سمت فناوری های جدید، بهبود امنیت فضای مجازی و کاهش هزینه های این بخش، به اهداف کلان توسعه ای دست یافت
