مروری نظام‌مند بر نقش و جایگاه ارزیابی چرخه حیات اجتماعی در توسعه پایدار روستایی

بانک جهانی، توسعه روستایی را چنین تعریف می کند: توسعه روستایی، راهبردی است که برای بهبود زندگی اقتصادی و اجتماعی روستاییان فقیر تدوین شده است. از طرفی توسعه همراه با اثرات مثبت خود، همواره دارای تاثیرات منفی مستقیم و غیرمستقیم بالقوهای بر محیط اجتماعی و محیطزیستی است و چنانچه از پیش برای اثرات منفی چاره اندیشی نشود، نتایج و عواقب بسیار تاسف باری در پی خواهد داشت. بدین لحاظ و با توجه روزافزون به اهمیت بهبود کیفیت محیطزیست و محیط اجتماعی و حفظ منابع طبیعی و انسانی که منجر به ارتقاء سطح سلامت و کیفیت زندگی انسان می گردد، برنامه ریزی های توسعه در بسیاری از کشورهای جهان بر اصول توسعه پایدار استوار گردیده است. هدف از این مطالعه بررسی نقش و جایگاه ارزیابی چرخه حیات اجتماعی در توسعه پایدار روستایی است. در این مطالعه مروری، به منظور دستیابی به مستندات علمی مرتبط، جستجوی الکترونیک به دو زبان فارسی و انگلیسی، در google،elsevier، google scholar ، پایگاه اطلاعات علمی جهاد دانشگاهیsid ، بانک اطلاعات نشریات کشور magiran انجام شد و نتایج نشان داد که در بحث توسعه در اغلب موارد مباحث اقتصادی و زیست محیطی مورد توجه قرار می گیرد، و به تاثیرات اجتماعی و فرهنگی توجه چندانی نمی شود حال آنکه آنچه اهمیت بالایی دارد آن است که توسعه باید در راستای توسعه پایدار صورت گیرد، یعنی انجام یک پروژه به گونه ای باشد که علاوه بر ابعاد اقتصادی و زیست‌محیطی، ابعاد اجتماعی را نیز پوشش دهد. یافته ها حاکی از آن است که ارزیابی چرخه حیات اجتماعی می تواند به عنوان مکملی برای ارزیابی چرخه زیست محیطی و ارزیابی چرخه اقتصادی به حساب آید تا با انجام آن بتوان ارزیابی جامعی در جهت توسعه پایدار انجام داد.

A Systematic Review of the role and position of Social Life Cycle Assessment (SLCA) in Sustainable Rural DevelopmentAbstractThe World Bank defines rural development as a strategy designed to improve the economic and social life of poor villagers. On the other hand, development, along with its positive effects, always has potential direct and indirect negative effects on the social and environmental environment, and if the negative effects are not addressed in advance, the results and consequences will be very unfortunate. Given increasing the importance of environmental and social quality improvement as well the conservation of natural and human resources that lead to improving the level of health and quality of human life, development programs in many countries of the world are based on the principles of sustainable development. The aim of this study was to review the role and position of social life cycle assessment in sustainable rural development. In this review study, in order to obtain related scientific documents, key words were searched in both Persian and English information databases such as google, Elsevier, Google scholar, Scientific Information Database (SID), MAGIRAN. The results showed that in the discussion of development, economic and environmental issues are often considered, and not much attention is paid to social and cultural impacts, while, what is very important is that development must be done in the direction of sustainable development. In other words, a project must be done in such a way that in addition to economic and environmental dimensions, it also covers social dimensions. Findings also indicated that social life cycle assessment (SLCA) can be considered as a complement to environmental cycle assessment (LCA) and economic cycle assessment (ECA) in order to conduct a comprehensive assessment for sustainable development.
