ارزیابی عملکرد پارلمان به عنوان قوه ی قانونگذاری و نقش آن در تحقق منافع جمعی

نهاد پارلمان همواره به عنوان یک نهاد مهم تصمیم گیر در ساختار سیاسی جوامع شناخته می شود. بنابراین لزوم ارزیابی عملکرد این نهاد از اهمیت والایی برخوردار است. در صورت ارزیابی اقدامات و عملکرد این نهاد، می توان به بهبود عملکرد آن امیدوار بود. زیرا در پسِ ارزیابی، پاسخگویی است. پاسخگویی یک رابطه ی اجتماعی است که در آن شخص یا نهادی که مورد ارزیابی و نظارت قرار می گیرد متهعد می شود که توجیه مناسبی را در ارتباط با اقدامات خویش ارائه نماید.  بنابراین فرآیند ارزیابی منجر به شفافیت عملکرد پارلمان خواهد شد. از آنجائیکه پارلمان نهادی است که با تصمیم گیری های خویش بر زندگی عموم افراد جامعه تاثیر می گذارد، لزوم بهبود عملکرد آن امری مهم تلقی می گردد زیرا می تواند منجر به تحقق اهداف جمعی در جوامع گردد. در این ارتباط تدوین سازوکارهای لازم به منظور تحقق این هدف، شایسته ی توجه می باشد و پارلمان با توسل به سازوکارهای مذکور می تواند گام عملی مهمی در این راستا بردارد. بنابراین هدف و نوآوری این پژوهش ارائه ی سازو کارهای پیشنهادی لازم در جهت ارزیابی و بهبود عملکرد پارلمان خواهد بود. بدیهی است در صورت شفافلیت و بهبود اقدامات پارلمان می توان شاهد تضمین منافع جمعی عموم افراد جامعه بود.

Evaluate the performance of parliament as a legislature and its role in the realization of collective interests

The parliament has always been recognized as an important decisionmaking body in the political structure of societies. Therefore, the need to evaluate the performance of this institution is of great importance. If we evaluate the actions and performance of this institution, we can hope to improve its performance. Because behind evaluation is accountability. Accountability is a social relationship in which the person or institution being evaluated promises to provide appropriate justification for their actions. Therefore, the evaluation process will lead to transparency in the functioning of the parliament. Since the parliament is an institution that influences the life of the general public with its decisions, the need to improve its performance is considered important because it can lead to the realization of collective goals in societies. In this regard, the development of necessary mechanisms in order to achieve this goal deserves attention and the parliament can take an important practical step in this direction by resorting to the mentioned mechanisms. Therefore, the purpose and innovation of this study will be to provide the necessary mechanisms to evaluate and improve the performance of parliament. Obviously, if the actions of the parliament are transparent and improved, the collective interests of the general public can be guaranteed.
