نقش ابزارهای الکترونیکی در مشارکت مردم بر فرآیند قانونگذاری در ایران و کشورهای دیگر

مشارکت مردم در قانونگذاری در دو دهه اخیر به خاطر ابزارهای الکترونیکی سرعت روز افزون و بهینه ایی داشته است. در واقع ابزارهای دیجیتالی، فرآیند دموکراسی را تغییر داده اند و موجب کارآمدی فضای دوسویه ارتباط بین شهروندان و نمایندگان شده است. رسانه های جدید و داده های باز در سطح اطلاع رسانی آنلاین تا مشارکت الکترونیکی عموم در تصمیم گیری در تولید نوع جدیدی از نمایندگی، نقش فعال دارند، نمایندگی که نه به روش سنتی و فقط در حوزه انفعالی، بلکه در حوزه مشورتی و تکمیلی پا به عرصه وجود نهاده است. مشارکت الکترونیکی از سطح اطلاع رسانی آنلاین تا مشارکت الکترونیکی مردم در تصمیم گیری ها متفاوت است. در این تحقیق به هدف بهره‌گیری از رهاورد تجارب جهانی در به روزآوری بهینه نهاد دموکراسی در ایران، شیوه‌های افزایش مشارکت مردم در مراحل مختلف قانو‌نگذاری و فراخوانی ایده‌های کارآ از طریق بکارگیری ظرفیت پربازه‌ی فضای مجازی در دیگر سیستم‌های تقنینی پایش شده است. رهاورد این تحقیق اثبات ضرورت عزم جدی قوای اجرایی و تقنینی کشور در فراخوان و کاربست نظرات و آراء مردمی‌‌به خصوص متخصصین ایشان و در نتیجه افرایش کارایی مصوبات ناشی از تاثیرپذیری آن از اراده‌ی جمعی و در نتیجه برخوردار شدن قوای حاکمه از پایگاه مردمی‌‌ به عنوان اهم ضروریات جمهوریت است.

The role of electronic devices in people’s participation in the legislative process in Iran and other countries

Public participation in legislation has grown exponentially over the last two decades due to electronic devices. In fact, digital tools have changed the process of democracy and made the twoway communication between citizens and representatives more efficient. New media and open data at the level of online information to electronic public participation in decisionmaking play an active role in producing a new type of agency, an agency that has emerged not in the traditional way and only in the passive field, but in the consultative and complementary field. Eparticipation varies from the level of online information to eparticipation in decisions. In this study, in order to take advantage of global experiences in optimizing the optimal institution of democracy in Iran, ways to increase public participation in various stages of legislation and call for effective ideas by using the vast capacity of cyberspace in other legislative systems have been monitored. The results of this study prove the necessity of serious determination of the executive and legislative powers of the country in calling and applying the opinions and votes of the people, especially their experts, and as a result increase the efficiency of the resolutions due to its influence on the collective will. It is a republic.
