ارائۀ مدلی برای تعیین راهبردها و روش‏‌های توسعۀ همکاری‏‌های ترانزیتی و گمرکی ایران با سایر کشورها

هدف از تحقیق کاربردی حاضر، ارائۀ مدلی برای تعیین راهبردها و روش‏‌های توسعۀ همکاری‏‌های ترانزیتی و گمرکی ایران با سایر کشورها است. پرسش این تحقیق، درموردِ ویژگی مولفه‌‏های اصلی این مدل و مسئلۀ تحقیق، آن است که وضعیت گمرک ایران، از نظر مولفه‌‏های ارائه‌‏شده در مدل، چگونه است؟ باتوجه‌‏به هدف و ماهیت این پژوهش، که از نظر روش‌‏شناسی، پژوهشی آمیخته است، جمع‌‏آوری اطلاعات، ازطریقِ مصاحبه با خبرگان انجام شد. رویکرد بخش کیفی، گراندد تئوری بوده است. جامعۀ آماری، در بخش کیفی، شامل 12 نفر از خبرگان و در بخش کمّی، شامل 127 نفر از کارشناسان و مدیران گمرکی بود. روش گردآوری اطلاعات در بخش کیفی، مصاحبۀ نیمه‌‏ساختاریافته بود که به روش کدگذاری، باتوجه‌‏به نظریۀ داده‌‏بنیاد تحلیل شد و در بخش کمّی، پرسش‌‏نامۀ بسته بود. برای پایایی پرسش‌‏نامۀ بخش کمّی، از روش آلفای کرونباخ استفاده شد. روش تجزیه و تحلیل اطلاعات، شامل آزمون t و معادلات ساختاری بود که توسط نرم‌‏افزار spss و smart pls موردِ تحلیل قرار گرفت. یافته‏‌های تحقیق نشان داد، در مدل موردِنظر، آمارۀ t محاسبه‌‏شده در سطح 0.001 معنادار است. مقوله‏‌های اصلی مدلِ راهبردیِ همکاری‌‏های حمل‏‌ونقل، گمرک و ترانزیت با سایر کشورها، شامل عوامل درون‏‌سازمانی، ویژگی‏‌های دانشی و فناوری، استانداردهای بین‌‏المللی، ارتباطات، مدیریت، کسب تجربه و آموزش، نوآوری، استراتژی‌‏ها و قانون‏‌گذاری و سیاست است.

a model for determining the strategies and methods of developing iran’s transit and customs cooperation with other countries

the purpose of this applied research is to present a model for determining the strategies and methods of developing iran’s transit and customs cooperation with other countries. based on the purpose and nature of this research, a mixed research method was conducted by interviewing research experts; accordingly, the qualitative aspect of the research is based on a grounded theory approach. the statistical population and its data collection method in qualitative and quantitative sections include semi-structured interviews for 12 experts and closed questionnaires for 127 experts and customs managers respectively. cronbach’s alpha was used to test the reliability of the quantitative part of the questionnaire. the data analysis method included a t-test and structural equations, which were analyzed by spss and smart pls software. according to the findings, the t-statistics calculated is at the level of 0.001. the main categories of the strategic model of transportation, customs, and transit cooperation with other countries include internal organizational factors, knowledge and technology features, international standards, communication, management, gaining experience and training, innovation, strategies, and legislation and policy.
