شناسایی پیشران‌های آینده تفکر استراتژیک مدیران در نظام بودجه ریزی ایران با رویکرد آینده‌پژوهی

مطالعه حاضر با استفاده از روش پژوهشی -اکتشافی پیمایشی به دنبال شناسایی پیشران های تفکر استراتژیک مدیران در نظام بودجه ریزی ایران با رویکرد آینده پژوهی است. آینده پژوهی در تفکر استراتژیک برای توصیف فرایندهایی استفاده می شود که به تصمیم گیرندگان برای هدایت طرح های آتی در سازمان ها کمک می کنند از این رو شناخت و طراحی نظام بودجه ریزی بر مبنای آینده پژوهی و به کارگیری مهارت های مدیریتی استراتژیک می تواند به موفقیت در استقرار نظام بودجه ریزی کشور کمک شایانی کند برای جمع آوری داده های مورد نیاز از تکنیک مطالعه نیمه ساختار یافته و روش نمونه گیری گلوله برفی استفاده شده است مصاحبه شوندگان این پژوهش را متخصصان و اساتید حسابداری مدیریت و اقتصاد صاحب نظر در بودجه ریزی تشکیل داده اند. برای شناسایی نیروهای پیشران در 20 سال آینده، ابتدا هم اندیشی ،خبرگان پرسشنامه باز و مصاحبه با خبرگان و سپس برای ایجاد اتفاق نظر نهایی دلفی فازی اجرا شد. انتخاب خبرگان بر مبنای روش نمونه گیری نظری گلوله برفی و اشباع نظری انجام شد. برای تحلیل نتایج دلفی از آزمون دو جمله ای و دلفی فازی استفاده شد. نتایج پژوهش نشان داد که 22 پیشران از مهم ترین پیشران های تاثیرگذار آینده تفکر استراتژیک در نظام بودجه ریزی کشور است. در این پژوهش 22 پیشران شناسایی شد که این پیشرانها مورد تایید خبرگان قرار گرفتند.

Identifying the drivers of future strategic thinking of managers in the Iranian budgeting system with a futures research approach

The present study uses exploratorysurvey research method ‎to look at the factors affecting strategic thinking in Iran’s ‎budgeting system with a futures research approach. Futurism ‎is used in strategic thinking to describe the processes that help ‎decision makers guide future plans in organizations. ‎Therefore, recognizing and designing a budgeting system ‎based on futures studies and using strategic management ‎skills can contribute to the success of the establishment of the ‎country’s budgeting system. Semistructured study technique ‎and snowball sampling method have been used to collect the ‎required data. The interviewees of this research are experts ‎and professors of accounting, management and economics ‎with expertise in budgeting. To identify driving forces in the ‎next ‎‏20 ‏years, first think of experts, open questionnaires and ‎interviews Experts and then a fuzzy Delphi was executed to ‎create a final consensus. The selection of experts was based ‎on the method of theoretical sampling of snowballs and ‎theoretical saturation Delphi results Twosentence test and ‎fuzzy Delphi were used. After preparing the list of initial ‎proponents, with the opinions of professors specializing in ‎this field as well as experts in the interview stage, the initial ‎propulsion is aggregated and It was modified and finally ‎‏22 ‏drivers were selected and sent to Delphi stage experts. The ‎results showed that ‎‏22 ‏drivers are among the most important ‎drivers in the future of strategic thinking in the country’s ‎budgeting system. In this study, ‎‏22 ‏propulsions were ‎identified, which were approved by experts.‎
