بررسی مواضع مقام معظم رهبری در سیاست خارجی؛ ارائه مدل نظری در خصوص تفاوت مبانی، اصول و رفتارها

بررسی و تحلیل مواضع بالاترین و عالی ترین مقام سیاستگذاری و تصمیم گیری، نقش مهمی درشناخت فرایندهای تصمیم گیری در حوزه های کلان و به ویژه در فهم بهتر سیاست خارجی دارد. برای شناخت مواضع رهبری در سیاست خارجی دیدگاه های متفاوتی مطرح است. در مرحله اول تعارض مواضع در دوره های مختلف قابل دریافت است و در صورت عدم تبیین پشتوانه نظری جهت توصیف و تحلیل مواضع مقام رهبری، هرگونه ارزیابی مواضع از به نوعی تعارض صوری و برداشت سطحی تقلیل می یابد. با هدف رهایی از این تعارضات و برداشت‌ها با روش توصیفی- تحلیلی و با استفاده منابع کتابخانه‌ای و تحلیل مواضع و سخنرانی‌های رهبری در چارچوب مدل نظری تلاش شده است تا با ارائه مدلی نظری مبتنی بر تفکیک مبانی از اصول و رفتارها، زمینه تبیین همزمان مبانی ثابت و اصول تفسیرپذیر و رفتارهای متغیر، منعطف، مقتضی اندیش و تاکتیک گونه را فراهم سازیم. یافته ها بیانگر این است که تغییر مواضع در سیاست خارجی بر مبنای مدل نظری ارائه شده، بدون تغییر در مبانی و جهان بینی رهبری، متاثر از تفسیر اصول و تغییر رفتارها با توجه به مقتضیات داخلی و نظام بین الملل و شرایط متحول بین المللی است

examining the changing positions of the supreme leader in foreign policy; presenting a theoretical model regarding the differences in foundations, principles, and behaviors

it is important to understand the positions of leadership in foreign policy from different perspectives. in the first stage, conflicting positions can be perceived in different periods, and in the absence of a theoretical basis for describing and analyzing the positions of the leadership, any evaluation of positions is reduced to a kind of formal conflict and superficial perception. with the aim of getting rid of these conflicts and perceptions, an attempt has been made to provide a theoretical model based on the separation of foundations from principles and behaviors, by using a descriptive-analytical method and by using library resources and analyzing leadership positions and speeches within the framework of a theoretical model, in order to provide a basis for simultaneously explaining fixed foundations and interpretable principles and variable, flexible, appropriate, and tactical behaviors.the findings indicate that changing positions in foreign policy based on the theoretical model presented, without changing the principles and worldview of leadership, is affected by the interpretation of principles and changing behaviors according to domestic requirements and the international system and changing international conditions.
