بررسی جامعه‌شناسی سیاسی تنوع فرهنگی در جمهوری اسلامی ایران با تاکید بر قانون اساسی

یکی از مقولات مهم در ایران تنوع فرهنگی است. هدف مقاله حاضر بررسی این سوال است که تنوع فرهنگی در قانون اساسی جمهوری اسلامی ایران چه جایگاهی داشته و راهکارهای تنوع فرهنگی در جمهوری اسلامی ایران از منظر جامعه‌شناسی سیاسی چگونه است؟ مقاله حاضر توصیفی تحلیلی است و از فیش‌برداری در گردآوری مطالب و داده‌ها استفاده‌شده است. یافته‌ها بر این امر دلالت دارد که تنوع فرهنگی در بسترهای مناسب سیاسی و اجتماعی شکل می‌گیرد. در قانون اساسی ایران، تنوع فرهنگی به رسمیت شناخته شده است. اصول متعددی از قوانین اساسی به مسئله فرهنگ و حقوق فرهنگی مانند حق بر آموزش ‌و پرورش رایگان، حق آزادی ارتباطات و اطلاعات و حق تساوی در برخورداری از همه حقوق فرهنگی پرداخته است. تنوع فرهنگی در قانون اساسی ایران سه عنصر فرهنگی یعنی، زبان، مذهب و شیوه زندگی را در برگرفته است. به نظر می‌رسد یکی از چالش‌ها و مشکلات پیش روی تنوع فرهنگی عدم به رسمیت شناختن حقوق فرهنگی به شکل مستقل و عدم تخصیص بودجه فرهنگی مشخص سالانه از طرف دولت می‌باشد. فرصت شمردن تنوع فرهنگی، نگرش به تنوع فرهنگی به عنوان زیربنای امنیت، اتخاذ سیاست‌های چند فرهنگی به‌طور عام و سیاست‌های تربیتی چند فرهنگی به‌طور خاص، توجه به واقعیت‌های اجتماعی و حساسیت‌های بین فرهنگی، ارتباط بین فرهنگی، آموزش بین فرهنگی و گفتگوی بین فرهنگی از مهمترین راهکاری تقویت تنوع فرهنگی در جمهوری اسلامی ایران از منظر جامعه‌شناسی سیاسی است.

investigating the political sociology of cultural diversity in the islamic republic of iran with an emphasis on the constitution

one of the important categories in iran is cultural diversity. the purpose of this article is to examine the question of what place cultural diversity has in the constitution of the islamic republic of iran and what are the solutions for cultural diversity in the islamic republic of iran from the perspective of political sociology? this article is descriptive and analytical, and data collection has been used in data collection. the findings indicate that cultural diversity is formed in appropriate political and social contexts. cultural diversity is recognized in iran’s constitution. several principles of the constitution deal with the issue of culture and cultural rights, such as the right to free education, the right to freedom of communication and information, and the right to equality in enjoying all cultural rights. cultural diversity in iran’s constitution includes three cultural elements, namely, language, religion and way of life. it seems that one of the challenges and problems facing cultural diversity is the non-recognition of cultural rights in an independent form and the non-allocation of a specific annual cultural budget from the government. the opportunity to consider cultural diversity, view cultural diversity as the foundation of security, adopt multicultural policies in general and multicultural education policies in particular, pay attention to social realities and intercultural sensitivities, intercultural communication, intercultural education and intercultural dialogue are among the most important it is a solution to strengthen cultural diversity in the islamic republic of iran from the perspective of political sociology.
