شناسایی و رتبه‌بندی چالش‌ها و مسائل مرتبط با نظام بودجه‌ای کشور بر اساس سند تحول دولت

بودجه نقش اساسی و کلیدی در توسعه دولت‌ها دارد. مطالعات چالش‌های نظام بودجه‌ریزی جهت تحقق اهداف اقتصادی کشورها از مباحث مهم اقتصاد بخش عمومی محسوب می‌شود. هدف این تحقیق شناسایی و رتبه‌بندی چالش‌های نظام بودجه‌ریزی کشور بر اساس سند تحول دولت مردمی سیزدهم می‌باشد و در بهار 1402 صورت گرفته است. در این تحقیق چالش‌های نظام بودجه شامل چهار شاخص اصلی و هشت شاخص فرعی است که از سند تحول دولت مردمی سیزدهم شناسایی شد. سپس پرسشنامه طراحی شده بین 10 نفر از خبرگان علوم اقتصادی که سطح تحصیلات‌شان دکترا و کارشناسی ارشد بوده‌اند، توزیع و مولفه‌ها بر اساس روش تحلیل سلسله مراتبی با هم مقایسه زوجی انجام گردید. نتایج پژوهش نشان می‌دهد وابستگی بودجه به درآمدهای نفتی و استفاده نادرست از این درامدها، کسری فزاینده بودجه، پشتیانی ضعیف بودجه از اهداف سیاستی و برنامه‌ای و تداوم مدیریت مستقیم و غیرمستقیم دولت در بنگاه‌ها به ترتیب مهم‌ترین چالش‌های نظام بودجه‌ریزی کشور مبتنی بر سند تحول دولت مردمی سیزدهم محسوب می‌شود.

identification and ranking of challenges and issues related to the country’s budget system based on the government transformation document

budget plays a fundamental and key role in the development of governments. studies of the challenges of the budgeting system in order to achieve the economic goals of countries are considered important topics of the public sector economy. the purpose of this research is to identify and rank the challenges of the country’s budgeting system based on the 13th people’s government transformation document and it was done in the spring of 2023. in this research, the challenges of the budget system include four main indicators and eight subindicators that were identified from the 13th people’s government transformation document. then, the designed questionnaire was distributed among 10 experts in economic sciences, whose educational level was doctorate and master’s degree. the components were analyzed based on the hierarchical analysis method with pairwise comparison. the results of the research show that the dependence of the budget on oil revenues and the incorrect use of these revenues, the increasing deficit of the budget is one of the most important challenges. also, the weak support of the budget from the policy and program goals and the continuation of direct and indirect management of the government in enterprises are the most important challenges of the country’s budgeting system based on the 13th people’s government transformation document.
