شناسایی و اولویت‌بندی عوامل موثر بر بهبود ساختار تخصیص منابع در نظام مالی دولتی کشور

در نظام مالی و نظام بودجه‎‌بندی دولتی، با توجه به منابع محدود مالی همواره بحث تخصیص بهینه منابع اهمیت دارد. به عبارتی در نظام مالی و بودجه‌ریزی، دولت‌ها همواره با این دغدغه و مسئله رو به رو هستند که بر چه اساس و مبنایی منابع مالی محدود را به کدام جزء نظام مالی و طبقه بودجه‌بندی تخصیص دهند تا مطلوبیت بهینه حاصل شود؟ بهینگی و مطلوبیت سیستم مالی و نظام بودجه‌بندی مناسب در گرو ایجاد سازوکارهای مشخص در پاسخ به این مسئله و دغدغه است. در همین راستا، در پژوهش حاضر محقق عوامل موثر بر بهبود ساختار تخصیص منابع در نظام مالی دولتی را در بودجه‌ی سال 1401 شناسایی و اولویت‌بندی نمود. نحوه‌‌ی گردآوری داده‌ها به صورت مطالعات کتابخانه‌ای است. محقق با استفاده از روش کیفی و انجام مصاحبه با 30 نفر از خبرگان علمی و عملی در حوزه تخصیص منابع و بودجه در کشور به شناسایی 69 عامل منجر شد که از این تعداد، 42 عامل توسط خبرگان تایید شد و سپس با استفاده از تکنیک تاپسیس و تکنیک ساو، عوامل را اولویت‌بندی نمود. نتایج پژوهش نشان داد که 42 عامل فرعی در سه بُعد شامل ابعاد الزام‌آور، بسترساز و تسهیل‌گر رتبه‌بندی شدند. در انتها پیشنهاداتی در راستای بهبود وضعیت نظام مالی دولتی به سازمان‌های ذی‌نقش ارائه گردید.

identify and prioritize the factors affecting the improvement of resource allocation structure in the government financial system of the country

in the financial system and the government budgeting system, due to the limited financial resources, the optimal allocation of resources is always important. in other words, in the financial system and budgeting, the governments are always facing this concern and problem, on what basis and how to allocate the limited financial resources to which part of the financial system and budgeting class so as to achieve optimal utility? the optimality and desirability of the financial system and the appropriate budgeting system depend on the creation of specific mechanisms in response to this issue and concern. in this regard, in this research, the researcher identified and prioritized the effective factors on improving the resource allocation structure in the government financial system, and the method of collecting data is in the form of library studies. by using the qualitative method and conducting interviews with 30 scientific and practical experts in the field of resource and budget allocation in the country, the researcher identified 69 factors, and out of these 69 factors, 42 factors were confirmed by the experts, and then using the topsis technique and saw technique prioritized factors. the results of the research showed that 42 sub-factors were ranked in three dimensions, including binding, foundational and facilitating dimensions, and at the end, suggestions were made to the relevant organizations to improve the state of the government financial system.
