چارچوب نظری فناوری بلاک‌چین در حاکمیت بخش عمومی

امروزه فناوری بلاک‌چین در امور مالی و بخش خصوصی رواج بسیاری یافته است و مزایای کاربردی آن برای همگان روشن است. اما در بخش عمومی، شرایط متفاوت است. یک چالش کلیدی در پشت پرده پذیرش بلاک‌چین در بخش عمومی، درک پویایی حاکمیت بلاک‌چین است. در مقاله حاضر بر اساس مرور ادبیات سیستماتیک، رویکردهای مختلف برای حاکمیت بلاک‌چین تحلیل می گردد و یک چارچوب نظری جامع برای مطالعه تصمیمات حاکمیت بلاک‌چین در بخش عمومی ایجاد می گردد. این چارچوب 9 نوع تصمیم حاکمیتی (طراحی زیرساخت، طراحی کاربردی، قابلیت همکاری، مکانیزم تصمیم گیری، مکانیزم تشویقی، مکانیزم اجماع، سازماندهی دولت، پاسخگویی دولت و کنترل دولت) را در سه سطح تحلیل (خُرد، میانی و کلان) دسته بندی می کند. این مقاله با تکیه بر نظریه‌ها و مفاهیم مدیریت عمومی نوین، پیامد انتخاب‌های مختلف حاکمیتی در هر سطح از حکمرانی را روشن می‌کند و مقدمه‌ای را برای محققان و دست اندرکاران در طراحی سیستم‌های مبتنی بر بلاک‌چین در بخش عمومی فراهم می‌کند.

theoretical framework of blockchain technology in public sector governance

today, blockchain technology has become very popular in finance and the private sector, and its practical benefits are clear to everyone. but in the public sector, the situation is different. a key challenge behind the adoption of blockchain in the publicsector is understanding the dynamics of blockchain governance. in this article, based on systematic literature review, different approaches for blockchain governance are analyzed. in this regard, a comprehensive theoretical framework is created to study blockchain governance decisions in the public sector. this framework categorizes 9 types of governance decisions, including infrastructure architecture, application architecture, interoperability, decision-making mechanism, incentive mechanism,consensus mechanism, organization of governance, accountability of governance, and control of governance in three levels of analysis (micro, meso, and macro). this article, relying on new public management theories and concepts, clarifies theconsequences of different governance choices at each level of governance. also, this article provides an introduction for researchers and those involved in the design of blockchain-based systems in the public sector.
