الگوی ارتقای کیفیت و اثربخشی نظام آموزشی پلیس در تحقق صیانت پیش رویدادی

زمینه و هدف: بالابردن کیفیت و اثربخشی نظام آموزشی در تحقق صیانت پیش رویدادی می‌تواند امنیت و آمادگی پلیس را به میزان قابل توجهی افزایش دهد. فقدان تحقیقات جامعی که ارزیابی کند نظام‌های آموزشی تا چه اندازه کارکنان پلیس را به دانش و مهارت‌های مورد نیاز برای تحقق صیانت پیش رویدادی مجهز می‌کنند، وجود دارد. این مطالعه با هدف ارایه الگوی ارتقای کیفیت و اثربخشی نظام آموزشی پلیس در تحقق صیانت پیش رویدادی انجام شده است.روش شناسی: روش پژوهش از نظر هدف، کاربردی و از نظر نوع داده، کیفی و بر اساس نظریه‌پردازی داده بنیاد می‌باشد. جامعه آماری شامل متخصصان آموزش منابع انسانی، صاحب نظران دارای سابقه برنامه‌ریزی، اجرایی و کارشناسان خبره حوزه آموزش منابع انسانی بودند که با استفاده از روش نمونه گیری هدفمند، تکنیک گلوله برفی و نمونه‌گیری نظری با اصل اشباع نظری، 12 شرکت‌کننده انتخاب شدند. به منظور گردآوری داده‌ها از ابزار مصاحبه نیمه ساختاریافته استفاده شد.یافته ها: تحلیل داده‌ها با استفاده ازکُدگذاری باز، محوری، و انتخابی انجام شد. نتایج تحلیل داده‌ها، حاکی از 16 مقوله کلی است که در چارچوب مدل پارادایمی شامل: شرایط علی(ارتقاء دانش نظری، آموزش‌های پیشگیرانه و مهارت‌محور، توانایی‌های تحلیلی و تصمیم‌گیری و فرهنگ سازمانی)، پدیده محوری(کیفیت و اثربخشی نظام آموزشی در تحقیق صیانت پیش رویدادی)، راهبردها(رویکرد جامع و نظامند، استفاده از فناوری‌های نوین، مدیریت راهبردی، رهبری موثر و توسعه حرفه‌ای)، شرایط مداخله‌گر(عوامل سازمانی، عوامل انسانی)، شرایط زمینه‌ای( استانداردسازی آموزش، منابع کافی و موجود، فرهنگ و جو مناسب سازمانی) و پیامدها(پیامدهای سازمانی و پیامدهای فردی)تحلیل شدند.نتایج: الگوی طراحی‌شده نشان داد آموزش موثر در تحقق صیانت پیش رویدادی نیازمند یک رویکرد جامع است که کیفیت مربی، محیط آموزشی، انگیزه کارآموز و زمینه خطر خاص را در نظر می‌گیرد. فرماندهی انتظامی باید بر ایجاد برنامه‌های آموزشی جذاب و متناسب با زمینه تمرکز کنند و روی مربیان با کیفیت بالا سرمایه‌گذاری کنند تا تاثیر تلاش‌های آموزشی خود را بر فرهنگ و عملکرد صیانت پیش رویدادی به حداکثر برسانند.

a model for improving the quality and effectiveness of the police training system in realizing pre-event protection

background and objective: understanding the quality and effectiveness of the educational system in implementing pre-incident protection can significantly increase police security and preparedness. there is a lack of comprehensive research that assesses the extent to which educational systems equip police personnel with the knowledge and skills needed to implement pre-incident protection. this study aimed to provide a model for improving the quality and effectiveness of the police educational system in implementing pre-incident protection.methodology: the research method is applied in terms of purpose and qualitative in terms of data type and based on grounded theory. the statistical population included human resource training specialists, experts with planning and executive experience, and experts in the field of human resource training. 12 participants were selected using purposive sampling, snowball technique, and theoretical sampling with the principle of theoretical saturation. a semi-structured interview tool was used to collect data.findings: data analysis was conducted using open, axial, and selective coding. the results of data analysis indicated 16 general categories that were analyzed within the framework of a paradigm model including: causal conditions (improvement of theoretical knowledge, preventive and skill-based training, analytical and decision-making abilities, and organizational culture), axial phenomenon (quality and effectiveness of the educational system in pre-event protection research), strategies (comprehensive and systematic approach, use of new technologies, strategic management, effective leadership, and professional development), intervening conditions (organizational factors, human factors), contextual conditions (standardization of education, sufficient and available resources, appropriate organizational culture and climate), and consequences (organizational consequences and individual consequences).conclusion: in conclusion, effective training in implementing pre-incident protection requires a comprehensive approach that considers instructor quality, training environment, trainee motivation, and the specific hazard context. law enforcement commanders should focus on creating engaging and context-appropriate training programs and invest in high-quality instructors to maximize the impact of their training efforts on safety culture and performance.
