الگوی صیانت از کارکنان انتظامی و خانواده‌های آنان در جنگ شناختی

زمینه و هدف: جنگ شناختی به عنوان یکی از ابزارهای نوین جنگ‌های اطلاعاتی و روانی، به ویژه علیه نیروهای امنیتی و انتظامی، طراحی شده است. این جنگ با استفاده از اطلاعات نادرست، شایعات و تکنیک‌های روان‌شناختی تلاش می‌کند تا افکار عمومی و باورهای کارکنان انتظامی و خانواده‌های آنان را تحت تاثیر قرار دهد. هدف این مقاله، بررسی و تدوین الگوی صیانت از کارکنان انتظامی و خانواده‌های آنان در برابر تهدیدات جنگ شناختی است.روش شناسی: برای تدوین الگوی مذکور، از روش تحقیق کیفی بر اساس تحلیل مضمون و استفاده از مصاحبه عمیق نیمه‌ساختاریافته بهره گیری شده است. نمونه‌ها از ترکیب مدیران ارشد و فرماندهان انتظامی باتجربه، کارشناسان روان‌شناسی، رسانه و امنیت سایبری و پژوهشگران حوزه امنیت، جنگ شناختی و صیانت اجتماعی، به تعداد 20 نفر و تا رسیدن به اشباع نظری انتخاب شدند. روش نمونه‌گیری هدفمند است. سنجش اعتبار و روایی تحقیق با استفاده از رویکرد سه‌جانبه‌سازی یعنی ترکیب داده‌های حاصل از مصاحبه‌ها، تحلیل ادبیات موجود، و تجربیات عملی برای افزایش دقت و روایی نتایج صورت گرفت.یافته ها:  الگوی صیانتی با 8 بعد کلان (آموزش و فرهنگ سازی؛ حمایت و پشتیبانی روانی و اجتماعی؛ اقدامات فنی و نظارتی؛ مدیریت بحران و هماهنگی در سطوح مختلف؛ بُعد فرهنگی اجتماعی؛ بُعد امنیتی و سایبری؛ بُعد مدیریتی و سازمانی و بُعد حقوقی و قانونی)؛ 30 مولفه و بیش از 80 شاخص تدوین گردید.نتایج: الگوی تدوین‌شده برای صیانت از کارکنان انتظامی و خانواده‌های آنان در جنگ شناختی، پاسخی جامع به تهدیدات پیچیده و چندلایه‌ای است که در فضای امروز، سلامت روانی، اجتماعی و سازمانی این گروه را به خطر می‌اندازد. این الگو با در نظر گرفتن ابعاد مختلف، از آموزش تا امنیت سایبری، راهبردهایی عملیاتی برای کاهش آسیب‌پذیری و افزایش تاب‌آوری ارائه می‌دهد.

a model for protecting law enforcement personnel and their families in cognitive warfare.

background and objective: cognitive warfare has been designed as one of the new tools of information and psychological warfare, especially against security and law enforcement forces. this war uses false information, rumors, and psychological techniques to influence public opinion and the beliefs of law enforcement personnel and their families. the purpose of this article is to examine and develop a model for protecting law enforcement personnel and their families against cognitive warfare threats.methodology: to develop the aforementioned model, a qualitative research method based on content analysis and semi-structured in-depth interviews was used. the samples were selected from a combination of senior managers and experienced law enforcement commanders, experts in psychology, media and cybersecurity, and researchers in the fields of security, cognitive warfare and social protection, in a total of 20 people, until theoretical saturation was reached. the sampling method is purposive. the validity and reliability of the research were assessed using a three-way approach, namely combining data from interviews, analysis of existing literature, and practical experiences to increase the accuracy and validity of the results.findings: a protection model with 8 macro dimensions (education and culture building; psychological and social support; technical and supervisory measures; crisis management and coordination at different levels; socio-cultural dimension; security and cyber dimension; managerial and organizational dimension; and legal and regulatory dimension); 30 components and more than 80 indicators were developed.results: the model developed to protect law enforcement personnel and their families in cognitive warfare is a comprehensive response to the complex and multi-layered threats that endanger the mental, social, and organizational health of this group in today's environment. this model, by considering various dimensions, from education to cybersecurity, provides operational strategies to reduce vulnerability and increase resilience.
