راه‌کارهای ارتقای امنیت فردی کارکنان در عملیات‌های مبارزه با مواد مخدر فرماندهی انتظامی استان کرمان

زمینه و هدف: در برخی از عملیات‌های مبارزه با مواد مخدر، ایمنی ماموران انتظامی به‌خطر می‌افتد. این پژوهش با هدف احصای راه‌کارهای ارتقای امنیت فردی عملیات‌های مبارزه با مواد مخدر در فرماندهی استان کرمان انجام شد.روش‌شناسی: پژوهش کاربردی حاضر دارای ماهیت اکتشافی و با رویکرد کیفی انجام شده است. مشارکت‌کنندگان در این پژوهش، خبرگان شاغل در پلیس مبارزه با مواد مخدر، مسئولین مرتبط با مواد مخدر، رده‌های ستادی و عملیاتی پلیس مبارزه با مواد مخدر و شهرستان‌های استان کرمان هستند. اطلاعات با ابزار مصاحبه نیمه‌ساختاریافته جمع‌آوری شده است. نمونه‌گیری به‌صورت هدف‌مند انجام گرفت و پس از هفدهمین مصاحبه به اشباع مضمونی رسید. مصاحبه‌ها پیاده‌سازی و پس از تحلیل مضمونی، مضامین پایه استخراج و در مضامین سازمان‌دهنده و فراگیر طبقه‌بندی شد. متن پیاده‌شده مصاحبه‌ها و مضامین استخراج‌شده به نظر دو نفر دیگر رسید و نظرات اصلاحی آنان اعمال شد.یافته‌ها: در این پژوهش 96 مضمون پایه در 9 مضمون سازمان‌دهنده ذیل راه‌کارهای درون‌سازمانی و 6 مضمون سازمان‌دهنده ذیل راه‌کارهای برون‌سازمانی طبقه‌بندی شد.نتیجه‌گیری: راه‌کارهای درون‌سازمانی ارتقای امنیت فردی ماموران در عملیات‌های مبارزه با مواد مخدر در استان کرمان عبارتند از: ارتقای انگیزه منابع انسانی، ارتقای توان اطلاعاتی و رزمی منابع انسانی، برنامه‌ریزی منابع انسانی، فرماندهی هوشمند، اصلاح ساختار سازمانی، ارتقای فناوری‌ها، ارزیابی عملکرد، اشراف اطلاعاتی، ایمن‌سازی مسیر و راه‌کارهای برون‌سازمانی عبارتند از: متناسب‌سازی مجازات و جرم، حمایت قضایی از منابع انسانی، ایمن‌سازی محیطی با بهبود وضعیت اقتصادی منطقه، ایجاد امنیت همه‌جانبه در منطقه، ارتقای ایمنی مبتنی بر فناوری، ارتقای ایمنی مبتنی بر تعاملات بین‌سازمانی.

background and purpose: some anti-narcotics operations in the police command of kerman province led to the martyrdom of police officers. this research was conducted with the aim of evaluating the strategies for improving the personal security of anti-narcotics operations in this command.methodology: the current applied research was conducted with a qualitative approach. the participants in this research are experts working in the anti-narcotics police, officials related to narcotics, headquarters and operational levels of the anti-narcotics police and the cities of kerman province. information was collected with a semi-structured interview tool. sampling was done purposefully and after the 17th interview, theoretical and thematic saturation was reached. interviews were implemented and after thematic analysis, basic themes were extracted and classified into organizing and comprehensive themes. the implemented text of the interviews and the done coding reached the opinion of two other coders and their corrective comments were applied.findings: in this research, 96 basic themes were classified into 9 organizing themes under intra-organizational solutions and 6 organizing themes under extra-organizational solutions.conclusion: the results showed that, according to the participants in the research, the intra-organizational solutions to improve the personal security of officers in anti-narcotics operations in kerman province include: improving the motivation of human resources, improving the intelligence and combat power of human resources, planning human resources, intelligent command, reforming the organizational structure, upgrading technologies, performance evaluation, information aristocracy, securing the path and extra-organizational solutions include: proportionality of punishment and crime, judicial protection of human resources, environmental security by improving the economic situation of the region, creating comprehensive security in the region, improving safety based on technology, improving safety based on inter-organizational interactions.
