بررسی نقاط قوت و فرصت‌های فرماندهی انتظامی جمهوری اسلامی ایران در بهره‌گیری از فضای مجازی

زمینه و هدف: فضای مجازی، دنیای نوظهوری است که در کنار چالش‌های خود، حاوی فرصت‌های فراوان است که می‌توان با استفاده بهینه از فرصت‌های موجود در این فضا، تهدیدات آن را به حداقل رساند. لذا این پژوهش با هدف تحلیل تجربه خبرگان درباره نقاط قوت درونی و فرصت‌های بیرونی فرماندهی انتظامی ج.ا.ا در استفاده از فضای مجازی انجام شده است.روش: این پژوهش از لحاظ هدف، کاربردی- توسعه‌ای؛ از نظر نوعِ داده، کیفی و از لحاظ ماهیت، اکتشافی است. برای تجزیه و تحلیل داده‌های گردآوری شده روش دلفی و تحلیل محتوا مورد استفاده قرار گرفت. جامعه آماری این پژوهش، خبرگان پلیس هستند که از بین آنان به روش نمونه‌گیری هدفمند و بر اساس اشباع نظری، جمعاً تعداد 30 نفر انتخاب شدند. در ادامه برای اطمینان از روایی ابزار، از نظرات اساتید صاحب‌نظر و مشارکت کنندگان در تحلیل داده‌ها و برای اطمینان از پایایی، از روش‌های قابلیت بازیافت‌پذیری و تکرار پذیری استفاده شد.یافته‌ها: تعداد10 مورد نقاط قوت: پایش فضای مجازی توسط پلیس، وجود کارکنان خبره هم در حوزه فضای مجازی و پیشگیری، وجود زیرساخت‌های فناوری، تعامل مناسب با نهادها متولی امور فضای مجازی، امکان تولید محتوای مناسب و ... همچنین تعداد 10 مورد فرصت: بهره‌گیری از بستر فضای مجازی ایمن در آموزش، راه‌‌اندازی شبکه‌های مجازی بومی، استفاده از فناوری‌های نوظهور و ... در استفاده از فضای سایبر استخراج شدند.نتیجه‌گیری: بر اساس یافته‌های حاصله، پیشنهاد گردید تا با بهره‌گیری از نقاط قوت درونی، از فرصت‌های بالقوه موجود در محیط به نحو مطلوب در جهت فرهنگ‌سازی استفاده از فضای مجازی توسط کارکنان؛ آگاه‌سازی و آموزش؛ ارتقاء سواد رسانه‌ای و ... استفاده گردد.

examining the strengths and opportunities of the police command of the islamic republic of iran in using the cyber space

background and purpose: cyberspace is an emerging world that, along with its challenges, contains many opportunities that can be minimized by optimally using the opportunities in this space. therefore, this research has been done with the aim of analyzing the experience of experts about the internal strengths and external opportunities of the police command of j.a. in the use of virtual space.method: this research is applied-developmental in terms of purpose; in terms of data type, it is qualitative and in terms of nature, it is exploratory. delphi and content analysis methods were used to analyze the collected data. the statistical population of this research is the police experts, from whom a total of 30 people were selected by targeted sampling and based on theoretical saturation. in the following, to ensure the validity of the tool, the opinions of expert professors and participants in data analysis were used, and to ensure reliability, the methods of recyclability and repeatability were used.findings: 10 cases of strengths: monitoring of cyberspace by the police, the presence of expert staff in the field of cyberspace and prevention, the existence of technological infrastructure, proper interaction with institutions in charge of cyberspace affairs, the possibility of producing appropriate content, etc., and 10 opportunities : utilizing the platform of safe virtual space in education, setting up native virtual networks, using emerging technologies, etc. were extracted in the use of cyber space.conclusion: based on the findings, it was suggested to take advantage of internal strengths and potential opportunities in the environment in order to culture the use of virtual space by employees; awareness and education; the promotion of media literacy and other should be used.
