مقایسه نقش و چالش های سازمان های مردم نهاد در افشای موارد فساد در ایران و سوئد

زمینه و هدف: افشای فساد یکی از سازوکارهای مهم و تاثیرگذار در زمینه پیشگیری و مبارزه با فساد است که به صورت فردی، گروهی یا سازمانی انجام می‌شود. سازمانهای مردم نهاد یکی از نهادهای فعال در زمینه افشای فساد هستند که بتدریج فعالیت آنها رو به گسترش است. هدف پژوهش بررسی شباهت ها و تفاوت های نقش و چالش های سازمان های مردم ‌نهاد در افشای فساد در ایران و سوئد است.روش: برای رسیدن به این هدف، دو سازمان از ایران و دو سازمان از سوئد مورد بررسی قرار گرفته، و پژوهش با استفاده از روش مقایسه‌ای انجام شده است.یافته‌ها: یافته‌های پژوهش تفاوت و شباهت نقش چهار سازمان مورد مطالعه را در ایران و سوئد در چهار نقش 1) افشای فساد 2) سیاستگذاری و قانونگذاری 3)آموزشی و فرهنگی و 4) مشاوره و همکاری نشان می‌دهد. علاوه بر این چالشهای سازمانهای مردم نهاد دو کشور را در سه دسته 1) چالشهای سیاسی- اداری2) حقوقی- قضایی و 3) فرهنگی- اجتماعی دسته بندی و با یکدیگر مقایسه کرده است. خلا قانونی، نبود نگاه مثبت به افشای فساد توسط دولتمردان و تعدد مراکز تاثیرگذار بر تصمیمات و فعالیت سازمانهای مردم‌ نهاد از جمله چالشهای این سازمانها در ایران است.نتیجه‌گیری: سازمانهای مردم نهاد سوئد در مقایسه با ایران نقشهای بیشتری در مبارزه با فساد ایفا کرده‌اند و با چالشهای حقوقی- قضایی کمتری رو به رو هستند.

background and purpose: disclosure of corruption is one of the important and influential mechanisms in the field of prevention and fight against corruption, which is done individually, in groups or in organizations. non-governmental organizations are one of the active institutions in the field of exposing corruption, and their activities are gradually expanding. the purpose of the research is to investigate the similarities and differences of the role and challenges of non-governmental organizations in exposing corruption in iran and sweden.method: to achieve this goal, two organizations from iran and two organizations from sweden were studied, and the research was done using the comparative method.findings: the research findings show the differences and similarities between the roles of the four studied organizations in iran and sweden in four roles: 1) exposing corruption, 2) policymaking and legislation, 3) educational and cultural, and 4) consultation and cooperation. in addition, he has classified the challenges of non-governmental organizations of the two countries into three categories: 1) political-administrative challenges, 2) legal-judicial challenges, and 3) cultural-social challenges and compared them with each other. the legal gap, the lack of a positive view on the disclosure of corruption by government officials and the multiplicity of centers influencing the decisions and activities of non-governmental organizations are among the challenges of these organizations in iran.
