در جستجوی راهبردهای اثربخش برای بهبود سلامت نظام مالی بانکهای ایران

هدف این تحقیق کیفی ارائه راهبردهای اثربخش مدل سلامت نظام مالی و جستجوی راهبردهای اثربخش برای بهبود سلامت نظام مالی بانکهای ایران است. افراد مورد مطالعه در این تحقیق شامل خبرگان حوزه پولی و بانکی هستند که اطلاعاتی از طریق مصاحبه با 16 نفر از خبرگان این حوزه از طریق مصاحبه نیم‌ساختاریافته، جمع‌آوری شد. در این تحقیق پس از مصاحبه با خبرگان حوزه نظام مالی و بانکی، داده‌های کیفی به روش داده ‌بنیاد (کدگذاری باز، محوری و انتخابی) جمع‌آوری و تحلیل شد. افراد مورد مطالعه این تحقیق را 16 نفر از خبرگان حوزه پولی و بانکی تشکیل دادند که ‌شرکت کنندگان با استفاده از روش نمونه‌گیری هدفمند از نوع نمونه‌گیری نظری انتخاب شدند. در این تحقیق با استفاده از روش داده بنیاد کوربین و استراوس در مرحله کدگذاری باز 16 مقوله و 35 مفهوم استخراج شد. در مرحله کد‌گذاری محوری بر اساس مفاهیم مقوله محوری، شرایط علی، راهبرد، بستر، شرایط مداخله‌گر و پیامدها، مدل پارادایمی ارائه شد و در مرحله کدگذاری انتخابی مدل نظری برخاسته از یافته‌های تحقیق معرفی و تشریح شد. نتایج نشان داد که به منظور شفاف‌سازی روشهای مالی باید به سلامت نظام مالی به منظور اختلاس در بانکهای ایران توجه کرد و بر اساس شایستگی‌ها و اهداف و راهبرد مورد نظر سیاستهای نظام مالی عملیاتی شود. این بررسی نشان داد که در بیشتر فرایندهای سلامت نظام مالی به صورت نظام‌مند و دقیق این کارکردها و قابلیت‌ها پایش نمی‌شود که در این زمینه حتماً باید بازنگریهای اساسی در کارکردهای سیاستهای نظام مالی و پولی صورت پذیرد. هم‌چنین نتایج نشان داد یکی از اساسی‌ترین راهبردهای مربوط به اعمال نظارت بر نظام بانکی، خصوصی‌سازی سازمانهای پولی و بانکی و بهبود مدیریت منابع سازمانی است.

In search of effective strategies to improve the health of the financial system of Iranian banks

The purpose of this qualitative research is to present effective strategies for the financial system health model and to search for effective strategies to improve the health of the financial system of Iranian banks. The subjects in this study include monetary and banking experts who collected information through interviews with 16 experts in this field through semistructured interviews. In this study, after interviewing experts in the field of financial and banking system, qualitative data were collected and analyzed using the data base method (open, centralized and selective coding). The subjects of this study were 16 experts in the field of money and banking that the participants were selected using purposive sampling method of theoretical sampling. In this research, 16 categories and 35 concepts were extracted using the Corbin and Strauss Foundation data method in the open coding stage. In the axial coding stage, based on the concepts of axial category, causal conditions, strategy, context, intervening conditions and consequences, a paradigmatic model was presented and in the selective coding stage, a theoretical model based on research findings was introduced and explained. The results showed that in order to clarify financial methods, the health of the financial system should be considered for embezzlement in Iranian banks and the policies of the financial system should be implemented based on the merits, goals and strategy. This study showed that in most of the health processes of the financial system, these functions and capabilities are not monitored systematically and accurately, and in this regard, fundamental revisions in the functions of the financial and monetary system policies must be made. The results also showed that one of the most basic strategies related to the supervision of the banking system is the privatization of monetary and banking organizations and the improvement of organizational resource management.
