مطالعه تطبیقی رویکردها و راهکارهای پیشگیری از جرائم کارکنان پلیس

این پژوهش با هدف بررسی عملکرد تعدادی از کشورهای مختلف درباره راهکارهای پیشگیرانه پلیس در مقابله با ارتکاب جرائم کارکنان نیروی پلیس آن کشور صورت گرفته است. در راستای این هدف شش کشور با توجه به پراکندگی جغرافیایی، تنوع فرهنگی و موقعیت مختلف اجتماعی و سیاسی مورد مطالعه و پژوهش قرار گرفته است. بنابراین به ترتیب، کشورهای امارات متحده عربی، کره جنوبی، کنیا، بلژیک، انگلیس و ایالات متحده امریکا از لحاظ ساختار پلیسی آنها و راهکارهای پیشگیرانه اتخاذی در زمینه پیشگیری از جرائم مورد مطالعه قرار گرفته است. این مقاله تطبیقی، توصیفی و کاربردی، و اطلاعات به روش کتابخانه‌ای و عموماً ترجمه اسناد و مدارک از زبان اصلی به دست آمده است. در نهایت برای مطالعه منسجم روشهای موجود، رویکرد هر کشور از بعد درون سازمانی و برون سازمانی مورد مطالعه قرار گرفت. نتایج تحقیق نشاندهنده وجوه اشتراک از جمله وجود نهاد ناظر برون سازمانی، استفاده از معاهدات بین‌المللی، ارائه گزارشهای درون سازمانی، تقویت قوانین بازدارنده و دقت در استخدام و هم‌چنین وجوه افتراق میان این کشور ها از جمله تشویق به افشاگری جرائم، اعلان عمومی جرم، بهبود دستمزدها، شفاف سازی درآمد کارکنان، نشر مرتب اخبار و اطلاعات و وضع قوانین حمایت از افشاگران است.

Comparative Study of Crime Prevention Approaches and Strategies of police officers

The purpose of this study was to investigate the performance of a number of different countries on police preventive measures to combat the crime of police officers in that country. To this end, six countries have been studied and studied with regard to geographical distribution, cultural diversity and different social and political situation. So respectively, The United Arab Emirates, South Korea, Kenya, Belgium, the United Kingdom and the United States have been studied in terms of their police structures and their preventive crime prevention strategies. This is a comparative, descriptive and applied article, and information is obtained through library method and generally translation of documents from the original language. Finally, for a coherent study of existing methods, each country’s approach was studied from the interorganizational and outorganizational perspective. The results of the study indicate aspects of participation such as the existence of an outorganizational, the use of international treaties, the provision of interorganizational reports, the strengthening of deterrence laws and precision in recruitment, as well as the differentiation between these countries, including encouraging crime disclosure, public disclosure, improving Wages include clarifying employees’ incomes, regularly publishing news and information, and enforcing disclosure laws.
