شناسایی نماگرهای شهر هوشمند در بستر مولفه‌های کلیدی موثر قبل از اجرایی شدن آن در محلات حاشیه شهر قم

شهرهای هوشمند به‌عنوان آینده شهرهای انسانی، شهر فعال درزمینهٔ فناوری، انعطاف پذیری، پایداری، خلاقیت و قابل زندگی در جهان پیش‌بینی‌ شده‌اند و در حال تبدیل ‌شدن به بخشی از چشم انداز دولت های ملی اند، زیرا با هدف افزایش کیفیت زندگی شهروندان ظهور یافته اند. هدف پژوهش حاضر، شناسایی نماگرهای شهر هوشمند در بستر مولفه‌های کلیدی موثر قبل از اجرایی شدن آن در محلات حاشیه شهر قم، می باشد. این پژوهش، ازنظر هدف، جزء پژوهش های کاربردی و بنیادی و دارای ماهیتی تحلیلی تبیینی، همچنین ازنظر روش، در گروه پژوهش های کمی و کیفی قرار گرفت. در این پژوهش مدیران و متخصصان شهر قم به‌عنوان جامعه آماری انتخاب شدند، و بر اساس نمونه گیری هدفمند تعداد 30 نفر به‌عنوان جامعه نمونه انتخاب شد. جهت تجزیه‌وتحلیل اطلاعات از مدل fahp و تئوری زمینه ای استفاده شد. یافته ها نشان داد، از مصاحبه با کارشناسان در جهت شناخت نماگرهای شهر هوشمند در بستر مولفه‌های کلیدی موثر قبل از اجرایی شدن آن در محلات حاشیه شهر قم، شامل 47 مفهوم، 21 واحد معنایی و 9 مقوله (هم آفرینی و مشارکت در توسعه شهر هوشمند، رهبری شهر قم به سمت هوشمند سازی، توانمندسازی نیروی کار، تدوین رویکرد های فرابخشی، از بین بردن شکاف دیجیتالی، نهادی، بهبود و توسعه اشکال جدید مدیریت، نوآوری، یکپارچگی)، استخراج شد. در نهایت نتایج مدل fahp نشان داد، از میان مقولات، هم آفرینی و مشارکت در توسعه هوشمند، در اولویت قرار دارد.

Identify Smart City Indicators in the Context of Effective Key Components Before its implementation in the suburbs of Qom city

Smart cities as the future of human cities, a city active in the field of technology, Flexibility, stability, Creativity and livability are predicted in the world and are becoming part of the vision of national governments, because they have emerged with the aim of increasing the quality of life of citizens. The purpose of this study is, identify smart city indicators in the context of effective key components before its implementation in the suburbs of Qom city. This research, in terms of purpose, is part of applied and fundamental research and has an analyticalexplanatory nature, as well as in terms of method, in the group of quantitative and qualitative research. In this study, managers and specialists of Qom were selected as the statistical population, and based on purposive sampling, 30 people were selected as the sample population. SPSS software, FAHP model and grounded theory were used to analyze the data. Findings showed that from interviews with experts to identify smart city indicators in the context of effective key components before the implementation of smart city in the suburbs of Qom, including 47 concepts, 21 semantic units and 9 categories (cocreation and partnership in smart city development, leadership of Qom city towards smartening, empowerment of labor force, formulation of crosssectoral approaches, elimination of digital, institutional gap, improvement and development of new forms of management, innovation, integration), Was extracted. Finally, the results of the FAHP model showed that among the extracted categories (cocreation and participation in smart development), it is a priority.
