فرآیند شکل‌گیری اجتماعات غیررسمی در محدوده پیراشهری مشگین‌شهر

سکونتگاه‌های‌ غیررسمی اغلب با تصرف زمین غیر و بدون اخذ مجوزهای قانونی ایجاد می‌شود. الگوی واحدی برای چگونگی شکل‌گیری این اجتماعات نمی‌توان ارائه داد، معمولاً به ‌شکل «تهاجم سازمان یافته»، «تصرف خزنده» و «بازتقسیم زمین فاقد مجوز» شکل می‌گیرد. سیزده اجتماع غیررسمی با 6251 نفر جمعیت و 74.89 هکتار مساحت در حواشی مشگین‌شهر (خیاو) در اواخر دهه 1370 و اوایل دهه 1380 به‌وجود آمده است. امروزه، تمامی این اجتماعات در محدوده خدماتی مشگین‌شهر قرار دارد. در این مقاله، فرآیند شکل‌گیری این اجتماعات بررسی شده است. داده و اطلاعات این پژوهش به روش مطالعات کتابخانه‌ای و میدانی جمع‌آوری شده است. برای تحلیل داده و اطلاعات گسترش این اجتماعات، از نرم‌افزار arc gis استفاده شده است. یافته‌های این پژوهش نشان می‌دهد که شکل‌گیری اجتماعات غیر رسمی مشگین‌شهر، در پی مهاجرت روستاشهری، به‌ویژه مهاجرت از روستاهای شمال این شهر به حواشی آن ناشی شده است. این مهاجرت‌ها به تاثیر از عوامل منطقه‌ای (توسعه نامتوازن و مهاجرت‌های ناحیه‌ای و سکونتگاهی) و محلی (توسعه زیرساخت‌های خدماتی، قیمت ارزان زمین، ضعف مدیریت شهری، محورهای ارتباطی برون‌شهری) به‌وقوع پیوسته است. بر اساس یافته‌های این پژوهش، رایج‌ترین شکل تکوین این اجتماعات، تقسیم و بازتقسیم اراضی کشاورزی و بایر پیرامون این شهر است.

The process of formation of informal settlements in periphery of Meshchein city

Informal settlements are often created by land grabbing and without obtaining legal licenses. There is no single model for how these communities can be formed, but they are usually formed in the form of organized invasion, creeping capture and redistribution of land without permission. Thirteen informal settlements with 6,251 people and 74.89 hectares were created in the Meshgin City. In this paper, the process of forming these Informal settlements has been investigated. Data and information of this research have been collected through library and field studies. ARC GIS software has been used to analyze the data and information of these Informal settlements. The findings of this study indicate that the formation of Informal settlements of Meshgin City was due to Ruralurban migration, especially migration from the northern villages of this city. This migration has occurred due to the effects of regional factors (lack of balanced development and ruralurban migration) and local (development of service infrastructure, low cost of land, poor urban management, communication axes). According to the findings of this study, the most common form of development and development of these Informal settlements has been the division and redevelopment of agricultural land and mineral resources around the city.
