شناسایی مسائل تعاونی‌های صنایع‌دستی: یک پژوهش کیفی در شهر اصفهان

تعاونی‌های صنایع‌دستی با هدف ارتقای ابعاد فرهنگی و اقتصادی صنایع‌دستی شکل گرفتند و بر آن بودند تا موجب افزایش سهم صنایع‌دستی در تولید اقتصادی شوند. بااین‌حال، تعاونی‌های صنایع‌دستی در اصفهان نتوانسته‌اند عملکرد موثری داشته باشند. ازاین‌رو، هدف این پژوهش شناسایی مسائلی بود که مسیر توسعه تعاونی‌های صنایع‌دستی را مسدود کرده‌اند و مانع از آن شده‌اند که تعاونی‌ها بتوانند به سهم مطلوب خود در تولید اقتصادی دست یابند. بر مبنای رویکرد کیفی اتخاذشده در این پژوهش تکنیک‌ گردآوری مصاحبه و تکنیک تحلیل داده‌ها منطبق بر روش تحلیل مضمون بود. جمعیت موردمطالعه شامل فعالان و مسئولان بود. به دلیل اینکه منبع و مبنای اصلی داده‌ها تجزیه‌وتحلیل نظرات کارشناسان و متخصصان است، شیوه‌ی نمونه‌گیری این پژوهش نمونه‌گیری هدفمند بود. نمونه‌گیری پس از انجام 21 مصاحبه به حد اشباع رسید ولی برای اطمینان نمونه‌گیری تا 25 نمونه ادامه پیدا کرد. بر مبنای یافته‌های پژوهش، مسئله از آنجایی شروع می‌شود که تعاونی‌ها دیگر تعاونی نیستند و از انجام وظایف تعاونی ناتوان‌اند. به همین خاطر خودبه‌خود تعطیل‌ شده یا به حالت تعلیق درآمده‌اند. ازجمله وظایف اصلی تعاونی‌های صنایع‌دستی، تامین مواد خام و مواد اولیه موردنیاز صنعتگران و هنرمندان است که همه افراد مصاحبه‌شونده در پژوهش بر این نظر بودند که تعاونی‌ها از عهده این وظیفه برنمی‌آیند. حمایت از صنعتگران برای فروش محصولات وظیفه دیگری است که آن‌هم از توان تعاونی‌ها خارج‌شده است. عدم دسترسی تعاونی‌ها به مواد اولیه صنایع‌دستی از یک‌سو تحت تاثیر تحریم‌ها و عدم واردات مواد اولیه و از سوی دیگر تحت تاثیر برخی ناکارآمدی‌های داخلی است. مسائلی که منجر به ناکارآمدی و حتی تعطیلی برخی تعاونی‌های صنایع‌دستی در اصفهان شده به سه دسته عمده تقسیم می‌شوند. این سه عبارت‌اند از مسائل درون‌سازمانی تعاونی‌ها، مسائل بین سازمانی (بین تعاونی‌ها و دیگر سازمان‌های مرتبط)، و مسائل فرا سازمانی که فراتر از سازمان خاص و در سطح کلان بر این روند اثرگذار هستند.

identifying the problems of handcrafts cooperatives: a qualitative study in isfahan city

handcrafts cooperatives expand economic and cultural aspects of handcrafts. they not only maintain the prestige of the handcrafts in the society, but also help to increase its share in the whole economy of the country. it is supposed that handcrafts manufacturing through cooperatives can be more efficient, as cooperative economy is based on common needs, same understanding, and team work to satisfy the needs. but it seems handcrafts cooperatives in isfahan city have failed to perform efficiently. in this paper, we intend to identify the problems and barriers that cooperatives have faced during their activity in recent years. to reach this goal, we have applied qualitative method and conducted 25 interviews with the members of the cooperatives and the staffs of related supporting organizations. data were later analyzed by using thematic analysis. according to the research findings, we classify the cooperatives problems into 3 main categories: intra organizational problems (managerial issues, sub-managerial issues, lack of financial resources), inter organizational problems (inefficiency of the concerned organizations like the bureau of cooperatives, the chamber of cooperatives, the administration of handcrafts, and the government), and macro level problems concerning all the organizations (neglecting cooperative economy, economic recession, covid 19 pandemic, neglecting handcrafts). the findings of this paper have implications for the government, concerned organizations, cooperatives’ members, and the citizens who concern about their cultural and national heritage.
