ارزیابی تاثیرات اجتماعی و فرهنگی پروژه ارتقاء کیفی میدان مشق تهران

ارزیابی تاثیرات اجتماعی و فرهنگی اقدامات توسعه‌ای با هدف شناسایی تاثیرات هرگونه اقدام توسعه‌ای(اعم از سیاست، برنامه و یا پروژه اجرائی) و تعیین دامنه‌ی تاثیرات آن صورت میگیرد تا متناسب با ماهیت اقدامات توسعه‌ای، اقدامات تعدیلی و جبرانی لازم برای کاهش تاثیرات منفی صورت گیرد. از جمله این اقدامات مداخله‌ای میتوان به طرح ارتقای کیفی میادین شهری اشاره کرد؛ طرح ساماندهی و ارتقای کیفی میدان مشق تهران از جمله این اقدامات مداخله‌ای است. این طرح توسط سازمان زیباسازی شهر تهران انجام شده و شناسایی سطوح تاثیرات، انواع پیامدهای احتمالی و اقدامات تعدیلی متناسب با ماهیت تاثیرات هدف اصلی در این نوشتار است. در این مقاله سعی شده تا با استفاده از روشهای کمی و کیفی پیامدسنجی طرح ساماندهی میدان مشق صورت بگیرد. نتایج تحقیق نشان می‌دهد که تاثیرات ساماندهی میدان مشق به مقدمه‌ای برای ثبت جهانی این میدان تبدیل شده و زمینه‌ساز تغییرات بنیادی در جهت احیاء هویت واقعی این میدان به مثابه کانون گردشگری گشته است. همچنین نتایج حاصل از این طرح بسته به نوع سناریوهای احتمالی نشان‌دهنده احترام به ماهیت تاریخی این اثر از طریق حفظ اصالت تاریخی در کاربرد نوع مصالح و مواد اولیه بکارگرفته در این طرح است. اجرای این طرح پیامدهای فرهنگی و اجتماعی متعددی داشته که هویت‌بخشی به منطقه 12 تهران در قالب طرح گذر فرهنگی بخشی از این پیامدهاست.

Evaluation of Social and Cultural Impact of Quality Improvement Project of Tehran Manganese Field

This project is carried out by the Beautification Organization of Tehran and identifies the levels of effects, possible types of consequences and modification measures that are appropriate to the nature of the main effects of this paper. In this paper, we have tried to use the quantitative and qualitative methods of predicting the design of the Mekhiz field. The results of the research show that the effects of organizing the field have become a prelude to the global registration of this field and has led to fundamental changes to restore the true identity of this field as a tourist attraction. Also, the results of this project, depending on possible scenarios, reflect the respect for the historical nature of the work by preserving the historical authenticity of the application of the type of materials and materials used in this project. The implementation of this project has several cultural and social consequences, which is part of the implication of the identification of the 12th district of Tehran as a cultural passage.
