فرایند شکل گیری فساد در ایران بعد از انقلاب

در جامعه ایرانی بعد از انقلاب فساد وجود دارد و به‌خصوص بعد از جنگ تحمیلی رو به فزونی بوده است. چگونه در جامعه‌ای که یکی از مبانی جدید نظام سیاسی آن بر اساس مقابله با فساد است، فساد رشد کرده است. هدف این نوشتار بررسی فرایند شکل‌گیری فساد، و پرسش اصلی آن چگونگی شکل‌گیری فساد در ایران بعد از انقلاب است. فرایند یا فرایندهای شکل‌گیری فساد در ایران کدامند. بدین منظور از چهارچوب تحلیلی انواع سلطه، کشمکش گروه‌های اجتماعی، اهمیت ساحت فرهنگی، تفکیک و تمایز امور، و جدایی بوروکراسی از سیاست، استفاده گردید که از نظریه نوع آرمانی ماکس وبر استخراج شده است. از روش اسنادی و کتابخانه‌ای برای شناسایی ویژگی‌های مختلف جامعه ایرانی استفاده شده است. اسناد شامل تحلیل‌ها و شواهد تاریخی جامعه ایران است که توسط نظریه پردازان ایرانی تولید شده‌اند. نتایج نشان می‌دهد جامعه ایرانی سه ساحت فرهنگی ایرانیاسلامی و غربی دارد. و زمانی یک ساحت فرهنگی در یک دوره‌ای بر دیگری مسلط می‌شود، تک بُعدی شدن یا اقتدار گرایی فرهنگی شکل می‌گیرد. اقتدار گرایی فرهنگی باعث انسداد سیاسی می‌‌شود و در نهایت آنهم باعث انحصار اقتصادی، و در نتیجه فساد می‌شود. این فرایند از طریق مکانیزم تسلط گروه‌های اجتماعی یک ساحت بر دیگر ساحت‌های فرهنگی، و سیاست زدگی بوروکراسی انجام می‌شود. در کل می‌توان گفت درهم تنیدگی و چند سویه بودن اقتدارگرایی فرهنگی، سیاست‌ زدگی بوروکراسی و انسداد سیاسی تعیین کنندگی ویژه‌ای برای اقتصاد ایران دارد که یکی از مهمترین پیامد‌های آن شکل‌گیری فساد است.

The Process of forming corruption in Iran after the revolution

Which do Process or processes form the corruption in Iran? analytical framework include the type of domination, social groups conflict, importance of cultural dimension, differentiation of affairs, and separation of bureaucracy by politic that are extracted  the Ideal type of Weber theory. For identifying characteristics of Iranian society are used the library method and the document analysis. Document include analysis and evidence of Iranian society that are provided by Iranian theorists. Results show Iranian society have three Iranian –IslamicWestern cultural  dimension. In a historical period, a sphere has dominated other domains. To do onedimension cultural sphere or  cultural authoritarianism causes political obstruction and ultimately it also creates an economic monopoly. The cultural domination, by eliminating other groups, created a politicization of  bureaucracy or  political blockade which eventually ended up in the formation of corruption in the government arena. The corruption after of the revolution with several changes occurred in policies of distributive, consumerism and commercial capitalism, government economy, and the currency issue. These processes were heavily influenced by cultural authoritarianism and political obstruction.
