Abstract    in recent years, recommender systems have emerged as a fundamental component of providing intelligent services in the technology-based social networks. these suggestion systems are able to predict links and suggest appropriate content by analyzing interactions and behavioral patterns and accessing historical information of users. however, challenges such as the cold start and data sparsity affected the applicability of many existing approaches. therefore, in order to face some of the existing challenges, this paper proposed a novel hybrid recommender system that, utilizing demographic knowledge and collaborative learning technique to reduce the effects of the cold start and data sparsity, discover hidden relationships, predict target links in social networks, and increases the accuracy of predictions and recommendations. proposed approach uses the statistical analysis and a hybrid similarity measure with user clustering approach. the results of implementing the proposed system prove its efficiency and superiority in solving some existing challenges and creating a new horizon in the field of using recommender systems within the smart police services. such systems can be widely used, especially in key areas such as social crime analysis, identifying suspicious interactions, relationships through police networks.
