بررسی استفاده از فناوری زنجیره‌بلوکی در مدیریت بحران

همکاری و هماهنگی بسیاری از سازمان‌های امدادی در برنامه‌ریزی برای تاب‌آوری و بهبود عملکرد زنجیره تامین در فرآیند مدیریت بحران (بلایای طبیعی) مهم است.  تاب‌آوری و چالاکی با استفاده از فناوری‌های نوین همچون زنجیره‌بلوکی باعث ایجاد مزیت در سازمان‌های امدادی می‌شود. بسیاری از امدادطلبان به دلیل هماهنگی و همکاری ضعیف  از خدمات شایسته محروم ‌اند لذا نیاز به یک زنجیره‌تامین پایدار و چالاک مبتنی بر زنجیره‌بلوکی در زمان بحران، برای غلبه بر چالش‌ها ضروری است. در این پژوهش با استفاده از روش دیمتل فازی، متغیرهای اساسی و مهم مربوط به فناوری زنجیره‌بلوکی و  متغیرهای موثر در زنجیره تامین  مدیریت بحران و روابط بین آنها شناسایی شد. بعد از تائید خبرگان نمودارهای علی و معلولی و حالت جریان با استفاده از روش پویایی سیستم رسم شد.نتایج بدست آمده شامل 22 متغیر مربوط به تاب‌آوری زنجیره تامین در زمان بحران با رویکرد استفاده از زنجیره بلوکی می‌باشد، خودکارسازی و هوشمندی،تاثیرگذارترین و اعتماد و سرمایه اجتماعی، تاثیرپذیرترین مولفه می‌باشد. همچنین نمودار علی و معلولی مرتبط با متغیرها رسم و برخی از حلقه‌های تقویت کننده و تعدیل کننده فرآیند مدیریت بحران استخراج شد که نشان‌دهنده ارتباط متغیرها در زمان استفاده از فناوری زنجیره‌بلوکی می‌باشد.عناصر ذاتی زنجیره‌بلوکی بر عناصر کلیدی مدیریت بحران موثر بوده و باعث ارتقاء 4 توانمندی (توانایی پشتیبانی و بازیابی اطلاعات، توانایی پیش بینی نیازها و پیشگیری از توزیع ناعادلانه کالا و خدمات، توانایی پاسخگویی بهتر و توانایی یادگیری سازمان‌های خدماتی) می‌شود، که نشانگر تاثیر مثبت فناوری زنجیره‌بلوکی بر فرآیند مدیریت بحران و تاب‌آوری زنجیره تامین است

investigating the use of blockchain technology in crisis management

various natural and human disturbances can widely cause stoppage or disruption in the activity and cooperation of companies and aid organizations, supply chain resilient and agile during a crisis is one of the most important issues that occupy the minds of senior managers related to crisis management. resilience and agility using technologies such as blockchain creates an advantage in relief organizations. many of the aid seekers are deprived of proper services due to poor coordination and cooperation, therefore, the need for a stable and agile supply chain based on blockchain in times of crisis is necessary to overcome the challenges. research methodology: in this research, using the fuzzy dematel method, basic and important variables related to block chain technology and effective variables in crisis management supply chain and relationships between them were identified. after expert approval, cause and effect diagrams and state flow diagrams were drawn using the system dynamics method. findings: the obtained results include 22 variables related to the resilience of the supply chain in times of crisis and the block chain. the cause and effect diagram related to the variables was drawn and some strengthening and moderating loops of the crisis management process were extracted. conclusion: the inherent elements of the blockchain are effective on the key elements of crisis management, and it improves the ability to support and retrieve information, the ability to predict needs and prevent unfair distribution of goods and services, the ability to respond better and the ability to learn service organizations
