Nowadays, cloud-based networks are prime examples of distributed high speed computing aimed at sharingresources as a service over the internet. reducing users costs and speeding up access to resources is one ofthe upcoming challenges about the optimal use of available resources such as memory and cpu power.therefore, in order to improve the performance of cloud-based services, it is necessary to provide an optimalsolution based on load balancing. in this paper, we have tried to properly distribute the volume of loadbetween resources and reduce the response time of tasks by using characteristics of the combination ofparticle swarm optimization (pso) and imperialist competitive algorithms (ica). the simulation resultson the experimental data show that the proposed solution has a significant improvement on the mentionedparameters.
