سیر تکوین و تکامل نظام اقتصاد سیاسی بین‌الملل: مطالعۀ تاریخی

امروزه سهم عمده‌ای از موفقیت‌های علمی در علوم طبیعی، مدیون وجود آزمایشگاه‌هایی است که صدق و کذب محاسبات دانشمندان علوم طبیعی را در زمانی کوتاه مشخص می‌کند؛ اما شرایط در حوزه علوم انسانی کاملاً متفاوت است. در علوم انسانی از آزمایشگاه تاریخ برای آزمودن فرضیات استفاده می‌شود؛ بنابراین در نوشتار پیش رو تلاش می‌شود که تاریخ روابط بین‌الملل به‌صورت آمیخته با تاریخ اقتصاد بین‌الملل بررسی شود تا متغیرها و شاخصه‌هایی که در شکل‌گیری و تکامل نظام اقتصاد سیاسی بین‌الملل اثرگذار بوده‌اند، مورد بررسی قرار گیرند. می‌توان پرسش پژوهش حاضر را به این صورت مطرح کرد که سیر تکوین و تکامل نظام اقتصاد سیاسی بین‌الملل امروزی چگونه بوده است؟ در پاسخ باید گفت که واحد‌های سیاسی که پس از قرن چهاردهم میلادی به‌نوعی هژمونی اقتصادی رسیدند، با تکیه بر دو متغیر سرمایه‌گذاری در نظم بین‌الملل و دست‌یابی به فناوری‌های مدرن نقشی اساسی در تکوین و تکامل نظام اقتصاد سیاسی بین‌الملل ایفا کردند. جستار پیش رو با پذیرش مفروضات رهیافت علمی- تجربی درصدد است تا با راهبردی قیاسی چگونگی تکوین و تکامل نظام اقتصاد سیاسی بین‌الملل امروزی را بررسی کند. گونه پژوهشی این نوشتار نیز از نوع بنیادی، مطالعه موردی و مطالعه روندی است. مباحث پژوهش نشان می‌دهد که شکل‌گیری نظام اقتصاد سیاسی بین‌الملل در چارچوب رقابت هژمون‌های اقتصادی در طی پنج قرن گذشته بوده است که هر کدام از این بازیگران با تکیه بر متغیرهای فناوری و سرمایه‌گذاری در کنار نوآوری‌های نهادی، نقش مهمی در این خصوص ایفا کرده‌اند.

the shaping and evolution of the international political economy system: a historical study

nowadays, a significant portion of scientific achievements in the natural sciences owes its success to laboratories that can quickly verify the accuracy of scientists' calculations. however, the situation in the humanities is entirely different. in the humanities, the laboratory of history is employed to test hypotheses. accordingly, this research aims to examine the history of international relations intertwined with the history of international economics to analyze the variables that have influenced the formation and evolution of the international political economy system. the research question can be framed as follows: how has the development and evolution of the contemporary international political economy system unfolded. it can be stated that the political entities that achieved a form of economic hegemony after the 14th century played a pivotal role in shaping and evolving the international political economy by leveraging two key variables: investment in the international order and the acquisition of modern technologies. this study adopts the assumptions of the empirical approach and employs a deductive strategy to examine how the international political economy system has developed and evolved. the research methodology is fundamental, case study and trend study. the findings of this research indicate that the formation of the international political economy system over the past five centuries has occurred within the framework of competition among economic hegemons. each of these actors, by leveraging variables such as technology, investment, and institutional innovations, has played a significant role in this process.
