الزامات کنش گری محور مقاومت در نظم فراقطبی بین‌الملل

بازیگران و شبکه‌های مختلفی متاثر از پویایی‌های نظم جدید بین‌المللی بوده و ناگزیرند شرایط کنش‎گری خود را با توجه به این مقتضیات در حال گذار تغییر دهند. یکی از این کنش‎گران مهم، شبکه محور مقاومت است که مختصات و گفتمان ضد هژمونیک در سطح منطقه‌ای و بین‌المللی دارد. در این راستا، نوشتار پیش رو درصدد پاسخ به این پرسش مهم است که الزامات کنش‎گری محور مقاومت با توجه به شرایط جدید نظم بین‌المللی چیست؟ پژوهش حاضر با استفاده از روش توصیفی - تحلیلی و بهره‌گیری از نظریه‌های تکثر و تحول قدرت، در چارچوب نظریه گذار بین‌المللی، به این فرضیه رسیده که شرایط نظم بین‌المللی نشان‌دهنده یک نوع وضعیت «پیچیدگی، فراقطبی بودن و آشوبناکی» است که این موضوع بر کنش‎گری محور مقاومت و جهت‌گیری آن تاثیر جدی دارد؛ بنابراین، با توجه به این نوع شرایط نظم بین‌المللی، محور مقاومت ناگزیر است الزامات ذیل را برای ارتقای کنش‎گری خود در پیش گیرد: تقویت عمل‎گرایی در پیگیری منافع و اهداف؛ توجه به اصل تفکیک و تمایز در سیاست‌ها و راهبردها؛ انطباق سیاست‎ها و راهبردها با تحولات منطقه‎ای و بین‎المللی؛ توجه به اهمیت برتر توان اقتصادی و تکنولوژیکی؛ حل و فصل مسائل و اولویت‌بندی آن در یک فرایند زنجیره‌ای؛ تنوع‌بخشی به رویکردهای ژئوپلیتیکی و روابط با قدرت‌های نوظهور؛ تقویت چندجانبه‌گرایی موضوعی در سطح منطقه‌ای و جهانی؛ و حفظ و ارتقای قدرت نرم مقاومت.

the requirements of resistance axis activism in the international suprapolar order

various actors and networks are affected by the dynamics of the new international order and are forced to change the conditions of their activism in light of these transitional requirements. one of these important actors is the resistance-oriented network, which has counter-hegemonic characteristics and discourse at the regional and international levels. in this regard, the present article seeks to answer the important question of what are the requirements for resistance-oriented activism in light of the new conditions of the international order. using a descriptive-analytical method and the theories of power pluralism and transformation within the framework of international transition theory, this article has arrived at the hypothesis that the conditions of the international order indicate a type of complexity, hyperpolarity, and chaos that has a serious impact on resistance-oriented activism and its orientation. therefore, given these types of international order conditions, the axis of resistance is bound to adopt the following requirements to enhance its activism: strengthening pragmatism in pursuing interests and goals; paying attention to the principle of separation and distinction in policies and strategies; adapting policies and strategies to regional and international developments; paying attention to the paramount importance of economic and technological power; resolving issues and prioritizing them in a chain process; diversifying geopolitical approaches and relations with emerging powers; strengthening thematic multilateralism at the regional and global levels; and maintaining and enhancing the soft power of resistance.
