گیلپین، اقتصاد سیاسی بین‌الملل و مسئلۀ تغییر در نظم بین‌الملل

در ادبیات روابط بین‌الملل موجود در کشور، واقع‌گرایی و شاخه‌های نظری مرتبط با این مکتب از مقبولیت بالایی برخودارند. عوامل متفاوتی نخبگان کشور را به سمت قرائت خاصی از واقع‌گرایی سوق داده است. این نوشتار بر این باور است که واقع‌گرایی در برگیرندۀ مجموعه‌ای متنوع از نظریات گوناگون است. عدم اشراف کامل به این مجموعه تلاش‌ها و ناتوانی از فهم دقیق مفاهیم کلیدی در این حوزه، برداشتی سطحی و غیردقیق را به همراه خواهد داشت. این نوشتار بر آن است تا با نگاهی جدید این کاستی را مورد توجه قرار دهد و در صورت امکان پاسخ دهد. با این وصف، سوالی که این پژوهش درصدد است تا به آن پاسخ دهد به این صورت است که واقع‌گرایی چه ظرفیتی برای پاسخ به مسائل نوین امروزی در حوزۀ تحول در نظم بین‌الملل دارد؟ در پاسخ به این سوال می‌توان گفت، قرائتی که رابرت گیلپین از واقع‌گرایی مبتنی بر چرخش هژمونی (در سیاست بین‌الملل) در کنار ثبات هژمونیک (در اقتصاد سیاسی بین‌الملل) ارائه داده است، دریچه‌ای مناسب برای ارائۀ روایتی نسبتاً گویا از این موضوع (تحول در نظم اقتصاد سیاسی بین‌الملل) فراهم می‌کند. در این راستا، مدل اقتصادی سولو که به منظور تقویت، غنی‌سازی و تلاشی به منظور کمی‌سازی قرائت گیلپین از واقع‌گرایی به کار گرفته می‌شود، زمینۀ ارائۀ تبیینی بهتر از دوران گذار و تحول در نظم را فراهم می‌سازد. راهبرد این پژوهش از نوع قیاسی و گونۀ پژوهشی این تحقیق نیز از نوع بنیادین، مطالعۀ موردی و ایستا است. آنچه که در این پژوهش مورد بررسی قرار می‌گیرد، استفاده از نظریات رابرت گیلپین در حوزه‌های سیاست بین‌الملل و اقتصاد سیاسی بین‌الملل است که توسط مدل اقتصادی رابرت سولو برای تبیین بهتر دوران گذار و تحول در نظم اقتصاد سیاسی بین‌الملل تقویت و غنی شده است.

gilpin, international political economy, and issues of change in international order

in the literature of international relations in the country, realism and theoretical branches related to this school have high acceptance. different factors have led the country's elites to a kind of interpretation from realism. this article believes that realism includes a diverse set of different theories. the lack of complete knowledge of this set of efforts and the inability to accurately understand the key concepts in this field will lead to a superficial and imprecise interpretation. in this regard, we can point to the inability of this type of understanding to answer the basic and fundamental question of today's international politics, such as change in international order. with this definition, the question which this research is trying to answer is, what capacity does realism have to respond to today's modern issues in the field of evolution in the international order? in response to this question, it can be said that robert gilpin's interpretation of realism based on hegemonic rotation (in international politics) along with hegemonic stability (in international political economy) provides a suitable approach for presenting a relatively obvious explanation of this issue (evolution in the international political economy order). in this regard, solow's economic model, which is used in order to strengthen, enrich and attempt to quantify gilpin's interpretation of realism, provides a base for a better explanation of the period of transition and transformation in the international order. the method of this research is deductive and the research type of this research is fundamental, case study and static. what is investigated in this research is the utilize of robert gilpin's theories in the fields of international politics and international political economy, which has been strengthened and enriched by robert solow's economic model to better explain the period of transition and evolution in the international political economy order.
