تحلیل ساختاری جایگاه کنش ‎گران آینده اقتصاد سیاسی جهانی با محوریت اتّحادیه اروپا در دورنمای 2050؛ به روش مکتور

در حال حاضر جهان شاهد گذار اقتصادی از قدرت‌های بزرگ غربی به سمت بازارهای نوظهور است. بحران‌های جدید به‌خصوص کووید 19، پیشرفت‌های عظیم و هژمونی غرب با محوریت ایالات متّحده آمریکا و اتّحادیه اروپا را به چالش کشیده‌اند. درحالی‌که در آغاز هزاره، حرکت اتّحادیه اروپا به‌ سمت اتّحادیه اقتصادی و سیاسی، یک‌روند غیرقابل مقاومت و برگشت‌ناپذیر تلقّی می‌شد، با شیوع کووید 19 و تشدید سایر بحران‌های موجود، در شرایط پیچیده‌تری قرار گرفت. در این نوشتار این پرسش‌ها مطرح شده‌اند که در دورنمای 2050، اولاً مهم‌ترین کنش‎گران اقتصاد سیاسی جهانی چه کشورهایی هستند؟ و دوماً اتّحادیه اروپا چه جایگاهی در بین سایر کنش‎گران اقتصاد سیاسی جهانی دارد؟ به عبارتی هدف اصلی مقاله این است که با سنجش وزن سایر کنش‎گران در اقتصاد سیاسی جهانی مهم‌ترین رقبای اتّحادیه در دورنمای 2050 را شناسایی کند و با استفاده از تحلیل نرم‌افزاری جایگاه اتّحادیه را در بین این کنش‎گران مشخص سازد. در این نوشتار تلاش‌شده به دو پرسش مذکور با استفاده از برگزاری پنل خبرگی و روش تحلیل ساختاری مکتور (دو روش آینده‌پژوهی) و بهره‌گیری از بروزترین منابع موجود، پاسخ داده شود. سازمان‌دهی مقاله به این شیوه است که ابتدا مروری صورت گرفته بر چارچوب نظری مقاله که نهادگرایی است و سپس مهم‌ترین کنش‎گران آینده اقتصاد سیاسی جهانی بررسی شده‌اند. در ادامه تحلیل داده‌های پژوهش به‌وسیله نرم‌افزار مکتور (یکی از روش‌های مرسوم در مکتب لاپراسپکتیو (la prospective)) انجام‌شده و درنهایت جمع‌بندی ارائه شده است.

structural analysis of the position of future actors of the global political economy with a focus on the european union in the 2050 perspective; by mactor

the world is currently witnessing an economic transition from great western powers to the emerging markets. new crises, particularly covid 19, have challenged the massive progress and hegemony of the west centered on the united states and the european union. while at the beginning of the millennium, the movement of the european union towards economic and political union was considered an irresistible and irreversible process that it was placed in a more complicated situation with the outbreak of covid19 and the aggravation of other existing crises. in this article, these questions have been raised that in the perspective of 2050, which countries are the most important actors of the global political economy? and secondly, what is the position of the european union among other actors of the global political economy? in other words, the main goal of this study is to identify the most important competitors of the union in the perspective of 2050 by measuring the weight of other actors in the global political economy and to determine the position of the union among these actors using software analysis. the present study tries to answer the two mentioned questions by holding an expert panel, and the mactor structural analysis method (two methods of future research) and using the latest available sources. this study is well organized in such a way that first, a review was made on the theoretical framework of the paper, which is institutionalism, and then the most important actors of the future of the global political economy were examined. in the following, the analysis of the research data was done using mactor software (one of the conventional methods in the la prospective school) and finally, a summary was presented.
