اقتصاد سیاسی سیاست خارجی دولت های نفت‎ محور (با تاکید بر نظریه رابرت کاکس)

با توجّه به روند تحوّلات نظام اقتصاد سیاسی جهانی، درک صحیح از مقوله سیاست خارجی کشورهای با نظام اقتصادی نفت ‎محور اهمّیت دوچندان دارد. باوجود پژوهش ‎های بسیاری که در پی شناخت چگونگی شکل‎ گیری سیاست خارجی در این کشورها انجام شده است، تبیین سیاست خارجی این کشورها با توجّه به فراوانی عوامل اثرگذار، بسیار دشوار است؛ امّا به‌‎نظر می ‎رسد نظرات کاکس بستر مناسبی را برای فهم و درک چگونگی شکل‎ گیری سیاست خارجی در این کشورها ارائه می‎ دهد. نوشتار پیش رو این پرسش کلیدی را مطرح می‎ کند که نظام تولیدی نفت‌محور چه تاثیری بر سیاست ‎خارجی دولت ‎های نفت‎ محور دارد؟ برمبنای آراء کاکس به‎نظر می ‎رسد ساختار تولید نفت‎ محور با ایجاد روابط اجتماعی تولید و پیکربندی دولت، بر شکل‎ گیری سیاست خارجی در این کشورها تاثیری اساسی دارد؛ به‌عبارت دیگر کنش سیاست خارجی در این کشورها درادامه روابط اجتماعی تولید و درراستای بازتولید انحصار بهره مندی از نفت قرار دارد. از این رهگذر هدف پژوهش حاضر بررسی و فهم چگونگی رابطه نظام تولیدی نفت‎ محور و سیاست خارجی است. یافته های نوشتار با تاکید بر نظرات کاکس و روش بنیادی اکتشافی، نشان می دهد که منافع و تمایلات طبقات و نیروهای اجتماعی مسلّط در روابط اجتماعی تولید نفت محور، تاثیر اساسی بر کنش سیاست خارجی در کشورهای با نظام اقتصادی نفت محور دارد.

political economy of foreign policy of oil-based governments (with emphasis on robert cox theory)

considering the evolution of the global political economy system, the concise understanding of the category foreign policy of countries with oilbased economic systems is an important axis of the dual system. despite numerous studies that have been conducted to understand the formation of foreign policy in this countries, it is very difficult to explain the foreign policy of these countries due to the multitude of effective factors. but it seems that cox’s views provide us with a suitable platform for understanding how foreign policy is formed in these countries. the present study raises the key question of what effect does the oilbased production system have on the foreign policy of oilbased governments? according to cox’s opinions, it seems that the structure of oilbased production has a basic effect on the formation of foreign policy in these countries by establishing social relations of production and government configuration; in other words, the action of foreign policy in these countries is in the continuation of social relations of production and in order to reproduce the monopoly of oil exploitation. in this way, the purpose of this study is to investigate and understand the relationship between the oilbased production system and foreign policy. the findings of this study, emphasizing cox’s opinions and the fundamental exploratory method, show that the interests and tendencies of the dominant classes and social forces in the oilbased social relations have a basic effect on the action of foreign policy in countries with an oilbased economic system.
