صورت‌بندی اصول بنیادین توسعه در مدل نوردیک

مدل نوردیک تبدیل به یک نشان (برند) در سطح اقتصاد سیاسی بین الملل شده است. پذیرش مدل سوسیال‌دموکرات تاثیراتی بسیار فراتر از نتایج صرف اقتصادی ایجاد کرده است. با این حال اگرچه اعمال اصول بازار آزاد، نوآوری و تجارت، دولت های رفاه را در میان جهان صنعتی شده با تراز بالای gdp و کیفیت بالای استانداردهای زندگی رسانده است؛ اما ساخت ویژۀ اجتماعی و ثبات سیاسی دولت ها را قادر می سازد تا این سطح از سرمایۀ اقتصادی و اجتماعی را تجربه کنند. این ساخت اجتماعی و ثبات سیاسی نیز خود برآیندی از زمینه های فکری اجتماعی حوزۀ نوردیک است. دولت های رفاه فراگیر نوردیک، دارای نظام رفاه اجتماعی،تامین خدمات اجتماعی و همگانی و درعین حال نظام مالیات گیری سخت گیرانه، سازوکارهای امنیت شهروندان و ... هستند. این سنت های منحصر به فرد فکری و زیست فرهنگی و اجتماعی موجود در حوزۀ نوردیک، ویژگی های اصلی تعیین کنندۀ توسعۀ مدل نوردیک محسوب می شوند؛ سنت هایی که هر یک بخشی جداناپذیر از الگوی توسعۀ ترکیبی (هیبریدی) سوسیال دموکرات –سرمایه داری در حوزۀ نوردیک را صورت بندی کرده اند. پرسش این پژوهش این است که چگونه سنت های اجتماعی – فرهنگی، هم زمینۀ شکل گیری و هم زمینۀ حل دشواری ها و معماهای مدل دولت رفاه فراگیر نوردیک را صورت بندی کرده است؟ برای پاسخ به این پرسش با استفاده از روش توصیفی – تبیینی، ضمن بررسی سنت های اجتماعی فرهنگی جامعۀ نوردیک، از جمله سنت دهقانی آزاد، سنت آرمان‌شهر سوسیالیستی، سنت سرمایه داری و سنت حکمرانی، چگونگی پیکربندی این سنت­ها در اصول و مبانی «توسعۀ انسانی»، «اقتصاد ترکیبی (هیبریدی)»، «سرمایۀ اجتماعی» و «اعتماد همگانی»، «جایگاه برابری»، «همبستگی و مالکیت» و «مدل توسعه یافتگی» نوردیک پژوهش می شود.

Configuration of Basic Principles of Development in the Nordic Model

The Nordic model has become a brand at the international political economy; the adoption of the socialdemocratic model has had more effects than a pure economic consequences. However, although the application of the principles of free market, innovation and free trade has brought welfare states into the industrialized world with high levels of GDP and high quality of living standards, it is this special social construction and political stability that has enabled them to experience this level of economic and social capital. This social construction and political stability is the result of the intellectualsocial context of the Nordic field. Nordic universal welfare states have a system of social welfare, the provision of social and public services. Each tradition has formed a hybrid system of both the social democratic model and capitalist model in the Nordic region. The current studyaims to find how sociocultural traditions have formulated both the formation and the solution of the difficulties and dilemmas of the Nordic model of universal welfare state. Consequently, based on a descriptiveexplanatory method, this article examines the sociocultural traditions of the Nordic society, including the free peasant tradition, the socialist utopia tradition, the capitalist and the governing tradition, and explains how to configure these traditions in principles foundations of &human development&, &hybrid economy&, &social capital& and &public trust&, &equality&, &solidarity and property& and &Nordic development model&.
