یکجانبه‌گرایی دونالد ترامپ و افول قدرت نرم آمریکا در اقتصاد سیاسی جهانی

پس از جنگ سرد سرشت و ساختار قدرت در اقتصاد سیاسی جهان، دستخوش تحول شده است. در این راستا ابعاد نوینی از قدرت به ویژه قدرت نرم در تقویت جایگاه و موقعیت کشورها اهمیت بسزائی یافته است. ایالات متحده از جمله کشورهایی است که با آگاهی از این مهم طی چند دهۀ اخیر سعی کرده است تا از منابع و امکانات موجود در راستای افزایش قدرت نرم و بهره برداری از آن استفاده کند. کارکرد و ارتقای قدرت نرم آمریکا در دوران اوباما براساس شواهد، تغییر چشمگیری یافته بود. به نظر می رسد تغییر ساختار تصمیم گیری در این کشور با روی کار آمدن دونالد ترامپ بر مقولۀ یادشده تاثیرگذار بوده است. پژوهش حاضر این مسئله را واکاوی می کند که روی کار آمدن ترامپ و سیاست های داخلی و خارجی وی چگونه بر موقعیت قدرت آمریکا در اقتصاد سیاسی جهانی تاثیرگذار بوده است؟ فرضیۀ پژوهش این است که اقتصاد سیاسی این کشور به دلیل سیاست گذاری های داخلی و خارجی آمریکا در دورۀ ترامپ به تنزل قدرت نرم این کشور در نظام جهانی انجامیده است. در مقالۀ حاضر زمینه های اقتصاد سیاسی تنزل قدرت نرم آمریکا و سازوکار اثرگذاری سیاست های ترامپ بر موقعیت و جایگاه قدرت نرم این کشور با تمرکز بر کاربست منابع سخت افزاری قدرت در چارچوب یکجانبه گرایی مطلق، جنگ تعرفه ها، پوپولیسم سیاسی، سیاست های ضد مهاجرتی و تنش با رسانه ها و نهادهای سیاسی دولت ترامپ تشریح می شود. برآیند سیاست­های یادشده افول شاخص های قدرت نرم آمریکا در زمینۀ بی اعتنایی به حقوق بشر و نهادهای سیاسی، آزادی رسانه ها، ارائه تصویری مثبت از آمریکا در میان افکار عمومی جهانیان، چندجانبه گرایی، دیپلماسی عمومی و قراردادها و نهادهای بین المللی بوده که درنهایت جایگاه قدرت نرم این کشور در اقتصاد سیاسی جهانی را با افول مواجه کرده است.

Donald Trump’s Unilateralism and the Decline of American Soft Power in the Global Political Economy

The nature and structure of power in the postCold War global political economy has changed. In this regard, new dimensions of power, especially soft power, have become very important in strengthening the position and position of countries. Based on the evidence, the functioning and promotion of American soft power had changed dramatically under Obama. Reciprocally, the change in decisionmaking structure in this country and appointing Donald Trump seem to have affected this issue. The present study examines how Trump’s appointment as a president and his domestic and foreign policies have affected the position of American power in the global political economy. The research hypothesizes that the political economy of American domestic and foreign policy in the Trump era has led to the decline of its soft power in the world system. In the present article, the context of political economy is the decline of US soft power and the mechanism of influence of Trump policies on the position of soft power in the country, focusing on the use of hardware resources in the context of unilateralism, tariff warfare and political populism, antiimmigration policies and the tensions with the media and political institutions are described by the Trump administration. The result of these policies has been a decline in US soft power characteristics in terms of disregard for human rights and political institutions, media freedom, a positive image of the United States in world public opinion, multilateralism, public diplomacy, and international treaties and institutions. Eventually, the soft power of the country in the global political economy has declined.
